Job Title: Senior Monitoring, Evaluation & Learning (MEL) Specialist

Reports To: Technical Director
Travel: 10% – 25%
Job Summary
The Senior Monitoring, Evaluation, and Learning (MEL) Specialist will provide technical support for the design and implementation of the STRIDES Uganda project. S/He will be responsible for developing and updating the STRIDES performance management plan, designing data collection tools and systems, tracking implementation progress and gaps, and advising the team on priority actions for achieving results.
The role includes overseeing project reporting, documentation, dissemination of success stories and lessons learned, and ensuring compliance with Monitoring and Evaluation (M&E) guidance and donor requirements.
Additionally, the specialist will provide technical leadership in program evaluation, data systems strengthening, capacity building, and contribute to business development, including proposal development and strategic partnerships.
Key Responsibilities
Technical Leadership & MEL Systems
• Provide overall technical direction aligned with project outcomes
• Lead design, planning, monitoring, data collection, and analysis
• Develop and maintain performance management plans and indicators
• Lead program evaluations and reporting of all project indicators
• Strengthen reporting systems, supportive supervision, and mentoring frameworks
• Ensure technical compliance with FHI 360 SOPs
• Facilitate knowledge sharing, best practices, and lessons learned
Data Management & Analysis
• Guide data collection, aggregation, analysis, and reporting
• Conduct analysis to identify performance gaps and recommend improvements
• Ensure accurate use of data for donor reporting and decision-making
• Develop dashboards and analytical tools for performance tracking
• Prepare technical briefs, reports, and knowledge products
Project Implementation Support
• Develop and monitor technical work plans and budgets
• Track deliverables, timelines, and performance indicators
• Provide technical assistance for implementation activities
• Identify issues and escalate to senior technical staff
• Support capacity building for staff and partners
Business Development Support
• Support proposal design, budgeting, and recruitment processes
• Participate in business development meetings with partners and clients
• Draft technical sections of proposals, workplans, and budgets
• Support identification of funding opportunities and strategic partnerships
Reporting & Documentation
• Prepare project reports, technical papers, and assessments
• Produce donor reports and presentations
• Maintain SOW and budget tracking systems
• Document results, findings, and technical achievements
Quality Assurance & Compliance
• Ensure compliance with donor and FHI 360 quality standards
• Support implementation of regulatory and operational procedures
• Monitor adherence to project systems and policies
Education
• Master’s Degree in Public Health, Epidemiology, Biostatistics, or related field
Experience
• 6+ years in Monitoring, Evaluation, and Learning (MEL), preferably in USG-funded health projects
• Experience in health information systems in Uganda
• Prior NGO, government, or international program experience required
• At least 2 years in a Senior M&E role
• Experience in data systems, dashboards, and analytics tools (Excel, Power BI, Tableau, SAS, SPSS, Stata)
• Experience in health security surveillance or related health programs

Salary Range
UGX 87,000,000 – 150,000,000 annually (basic salary)
