Job Summary
The Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator will provide strategic leadership for the Monitoring, Evaluation, Accountability and Learning systems under the Agrifood System Transformation for Youth Employment (ASTYE) Programme. The role involves developing and implementing MEAL strategies, managing monitoring frameworks, ensuring high-quality data collection and analysis, strengthening accountability mechanisms, supporting organizational learning, supervising MEAL teams, and providing technical guidance to programme staff and partners. The coordinator will also oversee evaluations, data management systems, reporting processes, communication materials, and programme learning initiatives to enhance evidence-based decision-making and programme impact.
Key Responsibilities
1. Strategic MEAL Leadership
  • Develop and implement comprehensive MEAL strategies.
  • Design and review results frameworks, indicators, monitoring plans and data collection tools.
  • Provide technical support and capacity building to programme teams and partners.
  • Establish and strengthen Programme Management Information Systems (MIS).
  • Lead accountability and community feedback mechanisms.
  • Facilitate learning forums and knowledge-sharing initiatives.
  • Monitor programme performance and provide strategic recommendations.
2. Monitoring, Evaluation, Accountability and Learning
Monitoring
  • Train and mentor programme teams on monitoring systems.
  • Standardize MEAL tools, procedures and reporting systems.
  • Conduct data quality assessments and field monitoring visits.
  • Ensure effective data collection and reporting processes.
MIS & Data Management
  • Oversee database management and information systems.
  • Ensure compliance with data protection and organizational policies.
Accountability
  • Develop accountability frameworks and community feedback systems.
  • Promote transparency and responsiveness to beneficiary concerns.
Evaluation
  • Lead baseline, midline and end-line surveys and assessments.
  • Coordinate evaluations and research studies.
  • Analyze and present findings to support programme improvement.
Learning & Adaptation
  • Promote evidence-based decision-making.
  • Conduct programme reviews and learning events.
  • Document lessons learned and best practices.
3. Internal & External Communications
  • Develop communication strategies.
  • Produce learning briefs, newsletters, case studies and success stories.
  • Ensure compliance with branding and communication standards.
  • Support knowledge-sharing and stakeholder engagement.
4. Budget Management
  • Develop and manage MEAL budgets.
  • Support annual planning and resource allocation processes.
5. People Management
  • Supervise and mentor MEAL team members.
  • Strengthen partner capacity in MEAL systems.
  • Coordinate team meetings and performance management.
  • Foster collaboration across programme teams and stakeholders.
Qualifications & Experience
Essential Requirements
  • Master's Degree in Statistics, Economics, Social Sciences, Development Studies or related field.
  • Minimum 7 years of MEAL experience in the development sector.
  • At least 5 years in a senior technical role.
  • Strong knowledge of qualitative and quantitative research methodologies.
  • Experience designing and implementing MEAL systems.
  • Excellent data analysis and report writing skills.
  • Proficiency in SPSS, STATA and data visualization tools.
  • Strong leadership and team management skills.
Desirable Requirements
  • Experience in participatory MEAL approaches.
  • Capacity building and training experience.
  • Knowledge of data protection and compliance standards.
  • Database management expertise.
