JOB PURPOSE
The Manager Sustainability will provide strategic leadership and oversight for Housing Finance Bank's sustainability, climate risk, and sustainable finance agenda.
The successful candidate will develop, implement, and monitor sustainability strategies, policies, frameworks, and initiatives that create long-term value for the Bank and its stakeholders.
The role will also ensure that sustainability considerations are integrated into business strategy, product development, risk management, operations, procurement, and decision-making processes.
KEY RESPONSIBILITIES
1. Strategy and Leadership
- Develop, implement, and continuously review the Bank's Sustainability Strategy.
- Develop and oversee the Bank's Sustainability Agenda.
- Develop and implement the Climate Risk Strategy.
- Ensure sustainability strategies align with the Bank's corporate strategy, regulatory requirements, and international best practices.
- Provide strategic leadership on sustainability, climate risk, and sustainable finance across business segments and support functions.
- Act as the Bank's subject matter expert on sustainability, climate risk, sustainable finance, and emerging sustainability regulations and standards.
- Integrate sustainability considerations into business strategy, product development, risk management, operations, procurement, and decision-making.
2. Governance, Risk and Compliance
- Lead implementation and continuous improvement of the Sustainability and Climate Risk Policy.
- Implement and strengthen the Sustainability Risk Management Framework.
- Oversee the Social and Environmental Management System (SEMS).
- Provide oversight of sustainability and climate-risk assessments.
- Ensure sustainability risks and opportunities are integrated into the Bank's Enterprise Risk Management Framework.
- Ensure compliance with applicable sustainability-related regulations and frameworks.
- Monitor developments relating to:
- Bank of Uganda Climate Risk Guidelines
- Uganda National Green Taxonomy
- Uganda Bankers Association Sustainability Framework
- IFRS Sustainability Disclosure Standards
- Other relevant sustainability frameworks
- Advise Executive Management and the Board on emerging sustainability, climate-risk, and regulatory developments.
3. Sustainable Finance and Business Integration
- Drive sustainable finance initiatives.
- Support development of green lending products.
- Support green mortgage initiatives.
- Identify climate finance opportunities.
- Support financial inclusion initiatives.
- Develop impact-finance programmes.
- Partner with business units to identify opportunities that deliver both commercial value and positive environmental and social impact.
- Establish sustainability targets and performance indicators.
- Develop impact measurement frameworks.
- Integrate sustainability objectives into departmental plans and performance management frameworks.
4. Reporting and Disclosure
- Lead preparation of integrated sustainability reports.
- Prepare annual sustainability reports.
- Prepare Board papers and regulatory submissions.
- Prepare funder reports.
- Oversee collection and validation of sustainability and climate-risk data.
- Ensure sustainability performance information is accurate, complete, and audit-ready.
- Lead the Bank's readiness for sustainability reporting and disclosure requirements.
- Present sustainability performance, risks, opportunities, and strategic recommendations to Executive Management and Board Committees.
5. Partnerships and Stakeholder Engagement
- Develop strategic sustainability partnerships.
- Work with development finance institutions, funders, regulators, industry associations, technical partners, certification bodies, and sustainability networks.
- Represent Housing Finance Bank in sustainability and climate-finance forums.
- Participate in sustainable-development forums at local, regional, and international levels.
- Lead stakeholder engagement initiatives.
- Strengthen the Bank's sustainability positioning, reputation, and impact.
- Identify and secure grants, technical assistance, strategic partnerships, and sustainable-finance funding opportunities.
6. Innovation and Continuous Improvement
- Identify innovative sustainability initiatives.
- Develop sustainable products and business models.
- Support green financial products.
- Drive resource-efficiency initiatives.
- Support climate-resilience programmes.
- Identify impact-finance opportunities.
- Benchmark the Bank's sustainability performance against industry peers and international standards.
- Implement initiatives to improve sustainability performance.
7. People Leadership and Culture
- Lead, coach, and develop the Sustainability team.
- Develop the Sustainability Champions network.
- Build sustainability capacity throughout the Bank.
- Drive sustainability awareness and culture-change programmes.
- Establish departmental budgets, work plans, KPIs, and performance targets.
- Promote collaboration across business units.
- Ensure enterprise-wide ownership of sustainability commitments.
8. Assurance and Certification
- Lead sustainability assurance programmes.
- Coordinate sustainability certification and assessment activities.
- Support sustainability audits and external evaluations.
- Ensure strong sustainability governance and documentation.
- Maintain evidence required for assurance, certification, regulatory, and stakeholder requirements.
9. Strategic Advisory Role
- Advise the Chief Risk Officer on sustainability risks and opportunities.
- Advise Executive Management and the Board on sustainability priorities.
- Provide thought leadership on sustainability and climate risk.
- Support positioning of Housing Finance Bank as a leader in sustainable banking and responsible finance.
MANAGER SUSTAINABILITY – EDUCATION REQUIREMENTS
Applicants should have:
- A Bachelor's Degree in Business Administration or a related field.
- A professional qualification in a sustainability-related discipline or ESG certification is an added advantage.
- Relevant practical training in:

JOB PURPOSE
The Manager IT Risk will oversee implementation of Housing Finance Bank's Information Technology Risk Management Framework.
The position is responsible for independent IT risk assessment and reporting and will work closely with technology, information security, internal audit, business units, and risk owners.
The role involves managing ongoing IT risk activities, addressing emerging technology risks, resolving challenging issues, and managing multiple risk initiatives through to completion.
KEY RESPONSIBILITIES
1. IT Risk Assessments
- Organize, review, and conduct scheduled and unscheduled information systems risk assessments.
- Assess new and existing systems and applications.
- Identify vulnerabilities and technology-related risks.
- Ensure compliance with HFB security policies.
- Ensure compliance with regulatory requirements and industry best practices.
- Assess risks relating to:
- Operating systems
- Database management systems
- Firewalls
- Intrusion detection systems

2. Access Rights Management
- Review system access rights.
- Identify inappropriate or excessive access.
- Recommend changes to first-line defence teams.
- Support effective access control and technology risk management.
3. IT Key Risk Indicators
- Design IT Key Risk Indicators (KRIs).
- Monitor IT KRIs.
- Communicate technology risk trends to relevant stakeholders.
- Identify areas requiring improvements to internal controls.
4. Technology Governance and Controls
- Provide guidance on technology governance.
- Support policy development and implementation.
- Review control design.
- Assess operational effectiveness of technology functions.

5. Risk and Control Self-Assessments
- Coordinate technology teams' risk and control self-assessments.
- Work with risk champions.

- Work with risk owners to track IT incidents and events.
- Monitor associated corrective action plans.
- Ensure identified issues are followed through to closure.

- Create IT risk awareness across the Bank.

- Provide IT risk advisory support for digital transformation initiatives.

11. Emerging IT Risk Research
- Research emerging IT risks and industry trends.

- Prepare IT risk reports for:

MANAGER IT RISK – EDUCATION REQUIREMENTS

- A Bachelor of Science in Information Technology, Computer Science, or equivalent experience.

- CRISC – Certified in Risk and Information Systems Control
