Job Description – Project Coordinator (Energising Humanitarian Futures) | Mercy Corps | Kampala, Uganda
Mercy Corps is seeking a highly experienced Project Coordinator to lead the implementation of the Energising Humanitarian Futures (EHF) programme in Uganda. The role focuses on expanding access to clean, sustainable energy solutions in refugee-hosting and humanitarian settings through public-private partnerships, stakeholder coordination, and market-based energy systems development.
The position works closely with the Global Platform for Action (GPA) Secretariat (hosted at UNOPS) and multiple stakeholders across government, UN agencies, INGOs, private sector actors, and local communities.
Key Responsibilities
Programme Leadership & Coordination
  • Manage overall implementation of the EHF project in Uganda
  • Develop and oversee workplans, budgets, donor compliance, and reporting
  • Coordinate closely with GPA Secretariat, Steering Group members, and global partners
  • Lead in-country coordination across humanitarian and energy stakeholders
Stakeholder Engagement & Partnerships
  • Engage government institutions (including MEMD, OPM, UECCC), UN agencies, NGOs, and private sector actors
  • Represent the programme in meetings, conferences, and technical working groups
  • Build partnerships to support clean energy access in refugee-hosting districts
  • Ensure inclusion of refugee-led and local organisations in programme activities
Project Development & Technical Support
  • Identify and design market-based energy access projects and opportunities
  • Conduct technical assessments, scoping missions, and feasibility studies
  • Support development of public-private partnerships (PPPs) for energy solutions
  • Contribute to business models, financing strategies, and risk mitigation frameworks
  • Provide technical advisory on energy project implementation and scaling
Knowledge Management, MEL & Reporting
  • Lead data collection, monitoring, evaluation, and learning (MEL) activities
  • Produce donor-facing reports, briefing notes, and advocacy materials
  • Generate and disseminate knowledge products, research outputs, and insights
  • Support evidence generation and systems thinking approaches
Programme Implementation & Advocacy
  • Facilitate stakeholder workshops, consultations, and capacity-building sessions
  • Support advocacy efforts for sustainable energy access policies and investments
  • Promote innovative financing and sustainable energy solutions in humanitarian contexts
Safeguarding & Accountability
  • Integrate safeguarding principles into all programme activities
  • Ensure respect for dignity and well-being of participants and stakeholders
  • Promote accountability mechanisms and reporting systems
  • Encourage safe reporting through integrity and hotline channels
Requirements
Education
  • Bachelor’s degree in Energy, Environmental Science, Engineering, Development Studies, Climate Resilience, or related field (required)
  • Master’s degree in a relevant field (advantageous)
Experience
  • Minimum 8+ years of experience in sustainable energy access, climate resilience, or humanitarian programming
  • Experience working with INGOs, UN agencies, or development partners (preferred)
  • Experience in Uganda’s refugee response system
  • Proven expertise in advocacy with government and international stakeholders

  • MEL, evidence generation, and reporting
  • Knowledge of donor environments (USAID, FCDO, ECHO, etc.)
  • Systems thinking and integrated programming approaches

  • Ability to manage multi-stakeholder environments
  • Strong leadership and coordination abilities
  • Fluency in English (additional languages an advantage)
