MEAL Officer (Data Analytics and Insights) – Maternity Cover | War Child Canada – Uganda

Job Summary
War Child Canada is seeking a highly skilled MEAL Officer (Data Analytics and Insights) to support data-driven programme delivery across education, child protection, and school feeding projects in Uganda. The role focuses on advanced monitoring, evaluation, accountability, and learning (MEAL), integrating data analytics, machine learning, and digital tracking systems to improve programme outcomes for children in conflict-affected communities.
Job Purpose
The MEAL Officer will provide MEAL leadership across two key projects in West Nile:
  • Geared for Success (GFS) Project
  • School Feeding Pilot Project
The role combines field-based MEAL work with advanced data analytics, predictive modelling, and real-time dashboard development to support evidence-based decision-making.
Key Responsibilities
1. Indicator Tracking & MEAL Framework Management
  • Maintain Project Monitoring Framework (PMF)
  • Track monthly performance against indicators
  • Identify underperformance and recommend corrective actions
2. Digital Data Systems & Tracking
  • Manage QR/Digital Smart Card attendance systems
  • Maintain ActivityInfo databases
  • Support field data entry and validation processes
  • Ensure data compliance with Uganda Data Protection Act (2019)
3. Data Analytics & Insights
  • Develop dashboards using Power BI, Tableau, Python, or Streamlit
  • Analyse trends in attendance, dropout risk, and programme performance
  • Apply predictive analytics for early warning systems
  • Provide actionable recommendations for programme improvement
4. Post Distribution Monitoring (PDM)
  • Conduct and coordinate PDM activities
  • Analyse distribution outcomes (kits, inputs, scholastic materials)
  • Produce actionable reports for programme teams
5. School Feeding Monitoring
  • Track daily feeding implementation
  • Analyse attendance and retention trends
  • Monitor supplier performance and feeding consistency
6. Data Quality Assurance (DQA)
  • Conduct monthly data verification checks
  • Lead quarterly DQA exercises
  • Resolve discrepancies across datasets and reports
7. Reporting & Documentation
  • Prepare monthly and quarterly MEAL reports
  • Contribute to donor reporting (GAC-funded projects)
  • Document lessons learned and success stories
8. Community Accountability & Innovation
  • Support feedback mechanisms in communities
  • Explore NLP and AI tools for multilingual feedback analysis
  • Support gender- and conflict-sensitive MEAL systems
9. Knowledge Management & Handover
  • Maintain GitHub repositories for analytics code and dashboards
  • Document workflows, models, and processes
  • Produce full technical handover documentation
Requirements
Education
  • Bachelor’s degree in:
    • Data Science
    • Statistics
    • Computer Science
    • Mathematics or related field
  • Postgraduate training in AI/ML is an advantage
Experience
  • 3–4 years in data analytics, MEAL, or data science roles
  • Experience in humanitarian or development programmes preferred
  • Strong background in data quality assurance and reporting
Technical Skills
  • Python / R (pandas, NumPy, scikit-learn, TensorFlow/PyTorch)
  • Power BI, Tableau, Plotly, Streamlit
  • SQL, ActivityInfo, KoboToolbox, ODK
  • ML techniques (XGBoost, predictive modelling)
  • NLP tools (spaCy, NLTK, HuggingFace)
  • Strong data visualization and dashboarding skills
Soft Skills
  • Strong analytical and problem-solving ability
  • Excellent communication and reporting skills
  • Ability to work independently in field environments
  • Attention to detail and data accuracy
  • Willingness to travel (Yumbe, West Nile region)
