Finance Associate – Baylor Foundation Uganda

Job Summary
The Finance Associate will support effective budgeting, budget monitoring, accounts receivable management, and financial reporting in line with Baylor Foundation Uganda policies and donor requirements.
The role ensures proper day-to-day financial operations, accurate reporting, and compliance with internal controls while supporting project leadership with financial insights and recommendations.
Key Responsibilities
1. Financial Transaction Processing & Verification
  • Verify accuracy of payment requests, accountabilities, supporting documents, and approvals for mobile money payments.
  • Review and process financial documentation in line with organizational policies.
  • Support posting of payment vouchers (PVs), journals (JVs), and related financial entries.
  • Review Local Purchase Orders (LPOs) and payment vouchers for compliance and accuracy.
2. Reconciliations & Month-End Closing
  • Carry out monthly closing processes for project accounts.
  • Reconcile mobile money wallets/accounts, bank accounts, receivables, and payables.
  • Ensure timely replenishment and accurate reconciliation of financial accounts.
  • Maintain accurate and up-to-date financial records.
3. Budget Monitoring & Control
  • Monitor and update the budget tracking system with budget holders.
  • Identify and proactively prevent budget variances through timely advice.
  • Conduct bi-monthly reviews of project expenditure against budgets.
  • Ensure correct cost allocation across donor-funded projects.
4. Financial Reporting & Analysis
  • Prepare accurate donor financial reports in line with funding requirements.
  • Compile consolidated forex fluctuation analysis for management decision-making.
  • Support financial analysis and provide insights to project leadership.
  • Ensure timely invoicing for cost-reimbursable income.
5. Compliance & Donor Management
  • Review project requisitions and supporting documentation for donor compliance.
  • Ensure adherence to approved budgets and financial guidelines.
  • Maintain strong internal controls and financial accountability standards.
6. General Finance Support
  • Support other finance-related duties as assigned.
  • Assist in maintaining smooth financial operations within the project.

Qualifications & Experience
  • Bachelor’s degree (Honours) in Commerce, Finance, Accounting, or a related field.
  • Professional qualification (ACCA or CPA Level 2 and above) is an added advantage.
  • Minimum of 3 years’ experience in the finance department of a reputable NGO.

Surveillance & Epidemiology Officer – Regional Emergency Operations Centre (REOC)

Job Summary
The Surveillance & Epidemiology Officer will support the Ministry of Health and Baylor Foundation Uganda in strengthening integrated public health surveillance systems at both community and health facility levels.
The role focuses on early detection, notification, verification, and analysis of deaths and disease events to support timely public health action. The officer will also contribute to coordination functions within the Regional Emergency Operations Centre (REOC), including outbreak response and data-driven decision-making.
Key Responsibilities
1. Data Management & Analysis (REOC Operations)
  • Collect, validate, and clean surveillance data from community and health facility sources.
  • Submit timely reports, dashboards, and surveillance outputs to REOC and national task forces.
  • Participate in REOC coordination meetings and contribute to response planning and strategy.
  • Ensure integration of mortality data into national systems such as DHIS2 and EWARN.
  • Support data triangulation using case surveillance, burial reports, and community data.
  • Participate in data reviews to identify priority disease threats and trigger response actions.
  • Support development and dissemination of surveillance information products within REOC.
2. Regional & District Coordination
  • Support REOC in strengthening regional coordination mechanisms.
  • Conduct bi-weekly epidemic intelligence and surveillance review meetings.
  • Liaise with district surveillance officers, laboratory teams, IPC focal persons, and burial teams.
  • Contribute to documentation of lessons learned and outbreak response best practices.
  • Participate in capacity building and surveillance strengthening activities.
  • Coordinate deployment of rapid response teams during public health emergencies.
  • Support signal verification processes and outbreak investigations.

  • Work with VHTs and local leaders to verify and trace reported deaths.
  • Facilitate community engagement to improve mortality reporting systems.
  • Ensure timely investigation and documentation of all reported community deaths.
4. Health Facility Mortality Surveillance (CQI)
  • Provide technical support on accurate medical certification of cause of death (MCCoD).
  • Support Continuous Quality Improvement (CQI) initiatives to improve surveillance data quality.
  • Facilitate regular death review meetings at health facilities.
  • Mentor health workers on ICD-10 coding for mortality reporting.
  • Monitor gaps in facility mortality surveillance and recommend improvements.
5. Acute Febrile Illness (AFI) Surveillance
  • Monitor AFI surveillance performance across health facilities in the region.
  • Conduct supportive supervision and mentorship for underperforming sites.
  • Support AFI data analysis and dissemination of findings.
  • Collaborate with REOC on interpretation and use of AFI data for decision-making.
6. Alert Management & Risk Assessment
  • Support detection, verification, and triaging of public health signals.
  • Apply epidemiological thresholds to differentiate true events from background noise.
  • Conduct rapid risk assessments for verified alerts.
  • Escalate validated public health threats within required timelines.
  • Maintain comprehensive alert logs documenting investigations, actions, and outcomes.
7. Points of Entry (PoE) & Border Health Surveillance
  • Support screening and monitoring of travellers at points of entry.
  • Strengthen infection prevention and control (IPC) measures at borders.
  • Coordinate POPCAB and ZooCAB activities and related risk assessments.
Qualifications & Experience
  • Bachelor’s degree in Medicine, Public Health, or a related field.
  • Master’s degree in Epidemiology, Public Health, or related discipline.
  • Field Epidemiology training is an added advantage.
  • 3–5 years’ experience in public health programming, surveillance, outbreak response, or epidemiology.
  • Experience in mortality surveillance, verbal autopsy, or death certification systems.
  • Experience in setting up or managing surveillance systems.

Job Summary
The Administration & Logistics Officer will be responsible for reviewing and monitoring the implementation of administrative and financial procedures related to office administration, fleet management, asset control, and inventory management.
The role ensures compliance with Baylor Foundation Uganda policies while supporting efficient cluster-level operations across logistics, procurement, finance support, and general office management.
Key Responsibilities
1. Fleet Management & Transport Coordination
  • Prepare weekly vehicle allocation schedules and submit for consolidation in line with fleet policy.
  • Review fleet mileage logs and prepare monthly fuel consumption reports.

Monitoring & Evaluation (M&E) Officer – Global Health Security (GHS) & Ebola Response

Job Summary
The Monitoring & Evaluation (M&E) Officer will support Global Health Security (GHS) and Ebola outbreak response programs by designing, implementing, and managing robust M&E systems to track performance, measure outcomes, and support evidence-based decision-making.
The role works closely with project teams, national health authorities, district health departments, and partners to ensure accurate data collection, analysis, reporting, and continuous improvement of outbreak response interventions. The officer will also document lessons learned and best practices to strengthen future public health emergency responses.
Key Responsibilities
1. M&E Framework Development
  • Design and implement M&E frameworks, logic models, and key performance indicators (KPIs) for outbreak response activities.
  • Develop data collection tools such as digital systems, checklists, and reporting templates.
  • Ensure alignment of M&E tools with national and international public health emergency standards.
2. Program Monitoring
  • Conduct field visits to assess implementation progress in priority districts.
  • Monitor performance of surveillance, case management, contact tracing, and community engagement activities.
  • Track progress against project objectives and provide real-time feedback for decision-making.
