Transportation Officer (UG)

About the Role & Industry Context
The East African Crude Oil Pipeline (EACOP) represents one of the most critical energy infrastructure projects in East Africa, designed to transport Ugandan crude oil from Kabaale (Hoima) to the Chongoleani peninsula in Tanga, Tanzania. The Transportation Officer (UG) manages vital commercial and operational intersections, overseeing upstream production forecasting, tariff invoicing, commercial contract execution, and multi-stakeholder coordination between shippers, finance, and pipeline operations.
Key Responsibilities
  • Upstream Forecasting: Collaborate with the Operations department to develop production forecasting templates, manage upstream nominations, and coordinate capacity forecasts with shippers and the Deputy Offtake and Transportation Manager.
  • Commercial & Business Affairs: Contribute to the finalization of Tariff and Transportation Agreements (TTAs), monitor operational KPIs, provide feedback on commercial efficiency, and assist contract engineers with PS1 / Kabaale Shared Facilities cost allocations.
  • Invoicing & Reconciliation: Create structured monthly tariff invoice templates with the Finance department, issue monthly statements, track payments, and conduct monthly reconciliations.
  • Operations & Reporting: Act as the primary commercial focal point for upstream/EACOP operations, ensure compliance with agreement-driven reporting requirements, and maintain updated production schedules.
  • HSE Compliance: Strictly adhere to EACOP Health, Safety, and Environment (HSE) standards across all operational and administrative duties.
Candidate Profile & Qualifications
  • Education: Master’s degree in Engineering, Finance, Commercial, or Business disciplines.
  • Experience: Minimum of 4 years of professional experience, including at least 2 years in commercial activities and negotiations, and 2 years specific to oil & gas contracts, business development, trading operations, production operations, or material balance/accounting (financing experience is a distinct advantage).
  • Technical Competencies: Advanced Microsoft Office skills—particularly expert-level Excel and familiarity with data analysis platforms like Power BI.
  • Behavioral Competencies: Strong analytical and numeracy skills, high adaptability in a multicultural environment, diplomatic stakeholder engagement, fluency in English, and high availability for periodic weekend duties.
