About Girls Not Brides Uganda 
Girls Not Brides Uganda (GNBU), in partnership with the Child Rights Empowerment and Development Organisation (CEDO), is looking for a visionary and highly experienced Coalition Programme Manager (CPM) to provide strategic leadership for its national collective advocacy and programme strategy. 
The successful candidate will coordinate a coalition of 144 civil society organisations working to advance the rights and protection of adolescent girls and support implementation of Uganda's National Strategy to End Child Marriage and Teenage Pregnancy
Job Summary 
The Coalition Programme Manager will serve as the strategic engine of the GNBU coalition, providing leadership in advocacy, programme implementation, grant oversight, stakeholder engagement and coordination of member organisations across 34 target districts
The role requires an experienced development professional with strong knowledge of Uganda's legislative and child protection environment, excellent coalition-building skills and the ability to engage government, donors, civil society organisations and international development partners at senior level. 
Key Responsibilities 
1. Strategic Influencing and Advocacy 
  • Lead national policy, legislative and financing advocacy initiatives.
  • Support efforts to address inconsistencies between statutory laws and the Customary Marriage Act 1973.
  • Develop evidence-based advocacy strategies addressing child marriage and teenage pregnancy.
  • Monitor relevant policy and legislative developments affecting adolescent girls.

2. Programme Management and Grant Oversight
 
  • Coordinate implementation of coalition programmes across 34 target districts.
  • Oversee programme budgets, risks, compliance and reporting.
  • Monitor grants and ensure adherence to donor requirements.
  • Track programme performance and support evidence-based decision-making.

3. Coalition Coordination
 
  • Coordinate collaboration among all 144 GNBU member organisations.
  • Establish transparent communication and decision-making mechanisms.
  • Facilitate coalition meetings, planning processes and joint initiatives.
  • Strengthen networking and collective action among civil society partners.

4. Stakeholder Engagement
 
  • Represent GNBU at national-level meetings and forums.
  • Build strong relationships with government institutions, development partners and donors.
  • Maintain strategic partnerships supporting the coalition's objectives.
  • Communicate programme priorities and results to key stakeholders.

Required Qualifications
 
  • A Master's degree in Social Sciences, Human Rights, Law, Public Policy or a related humanitarian/development discipline.
  • At least 7 years of proven experience coordinating complex civil society networks, programmes or development coalitions.
  • Strong working knowledge of the Ugandan legislative environment.
  • Demonstrable understanding of child protection mechanisms and issues affecting adolescent girls.
  • Excellent stakeholder engagement and multi-stakeholder facilitation skills.
  • Exceptional written and spoken English communication skills.
  • Experience preparing high-level reports, briefs and advocacy documents.
  • Strong programme management, budgeting, risk management and grant compliance skills.

The successful candidate must demonstrate a strong commitment to safeguarding and uphold zero-tolerance policies against child abuse, exploitation, harassment and other forms of misconduct.

Contract and Salary
 
  • Contract: 1-year fixed term, renewable subject to performance and funding.
  • Host Organisation: CEDO – National GNBU Secretariat.
  • Reports to: GNBU Steering Committee.
  • Salary: Competitive market-benchmarked package.
