Pearl Bank Uganda is seeking a qualified and experienced Supervisor Internal Control – Operations to strengthen branch controls, monitor operational risks, and ensure compliance with internal policies and regulatory standards.

Job Summary

The Supervisor Internal Control – Operations will be responsible for maintaining strong internal control systems across bank branches by identifying operational risks, reviewing processes, monitoring compliance, and ensuring corrective actions are implemented.
The role holder will work closely with branch teams, process owners, risk and compliance departments, and management to identify control gaps, improve operational efficiency, and reduce business risks.
The successful candidate will play a key role in promoting a strong risk culture and ensuring branches operate within approved banking policies and regulatory requirements.

Key Responsibilities

1. Internal Control Monitoring
The Supervisor Internal Control – Operations will:
  • Conduct monitoring activities to assess effectiveness of branch risk controls.
  • Review branch processes to ensure compliance with bank policies and procedures.
  • Identify operational weaknesses and recommend corrective actions.
  • Monitor control effectiveness and report emerging risks.
  • Ensure branch operations maintain required standards.

2. Branch Reviews and Spot Checks

Responsibilities include:
  • Conduct planned branch reviews and surprise inspections.
  • Prepare detailed review reports for management.
  • Identify process gaps, irregularities, and control weaknesses.
  • Provide recommendations to improve branch operations.
  • Follow up on implementation of agreed corrective actions.

3. Root Cause Analysis and Risk Improvement

The role will:
  • Conduct root cause analysis for control failures.
  • Identify underlying operational issues.
  • Support development of corrective and preventive measures.
  • Ensure remedial actions are implemented effectively.
  • Reduce repeated control failures across branches.

4. Tracking Audit and Compliance Actions

Responsibilities include:
  • Monitor corrective actions arising from:
    • Regulatory reviews.
    • Internal audits.
    • Risk assessments.
    • Compliance reviews.
  • Track progress until all identified issues are resolved.
  • Escalate delayed or unresolved issues to management.

5. User Access and Authorization Controls

The officer will:
  • Review assignment of system user rights.
  • Monitor branch staff authorization limits.
  • Ensure access controls comply with banking policies.
  • Identify and report unauthorized access risks.

6. Staff Capability Development

The role includes:
  • Identifying staff skills gaps.
  • Assessing training needs.
  • Supporting development of branch operations teams.
  • Recommending appropriate training interventions.
  • Improving operational performance through capacity building.

7. Digital Banking Channel Support

The Supervisor will:
  • Encourage adoption of electronic banking channels.
  • Promote customer self-service solutions.
  • Support initiatives aimed at reducing branch congestion.
  • Improve customer experience through digital solutions.

8. Risk Control Self-Assessment (RCSA)

Responsibilities include:
  • Reviewing branch Risk Control Self-Assessments.
  • Consolidating monthly RCSA reports.
  • Ensuring accurate risk reporting.
  • Identifying significant operational risks.
  • Reporting material compliance concerns.

9. Management Reporting

The role holder will:
  • Provide regular reports on operational control issues.
  • Highlight emerging risks affecting the bank.
  • Escalate significant compliance concerns.
  • Provide recommendations for business improvement.
