SKILLING HUB MANAGER – SAM OWORI SKILLS DEVELOPMENT CENTRE (SOSDC), TORORO

POSITION OVERVIEW
The Skilling Hub Manager will oversee the full operations of the Sam Owori Skills Development Centre (SOSDC), ensuring efficient Twist Block production, quality control, training delivery, and business sustainability.
The role combines technical construction supervision, production management, youth skills development, and business/marketing oversight to ensure the Hub operates efficiently and meets both social and financial objectives.

KEY RESPONSIBILITIES
Production Management & Operations
  • Oversee the entire Twist Block production process including batching, mixing, moulding, curing, stacking, storage, and dispatch.
  • Ensure production targets are achieved while minimizing waste and maximizing efficiency.
  • Supervise production staff including foreman, producers, trainees, cleaners, security personnel, and marketers.
  • Ensure defects are identified and corrected before products are released for sale or construction use.
Quality Control & Safety Compliance
  • Enforce strict quality control standards in all production activities.
  • Ensure proper use of Personal Protective Equipment (PPE) and adherence to safety procedures.
  • Maintain a safe, organized, and compliant production environment.
Inventory, Procurement & Resource Management
  • Maintain accurate daily records of materials received, used, and issued.
  • Conduct regular stock checks and reconciliations to prevent theft, damage, and losses.
  • Initiate procurement requests for raw materials, tools, equipment, and safety gear.
  • Verify deliveries and monitor cost control and efficient resource use.
Training, Supervision & Technical Support
  • Provide technical guidance to artisans, trainees, contractors, and community builders.
  • Support hands-on training sessions, demonstration works, and site visits.
  • Supervise and mentor youth trainees and production teams to build skills and productivity.
Marketing, Sales & Customer Relations
  • Promote Twist Block technology through radio, exhibitions, trade shows, community outreach, and digital platforms.
  • Work with marketing teams to implement promotional activities and document outcomes.
  • Handle customer inquiries, sales coordination, delivery logistics, and feedback management.
  • Identify and develop market opportunities for Twist Block products.
Reporting & Administration
  • Prepare daily, weekly, and monthly reports on:
    • Production output
    • Material usage
    • Stock levels
    • Sales and marketing performance
    • Training activities
    • Operational challenges
  • Support grant compliance and reporting requirements.
  • Maintain accurate administrative and operational documentation.

Strategic & General Responsibilities
  • Support the sustainability and financial viability of the Skilling Hub.
  • Collaborate with partners and stakeholders to strengthen program impact.
  • Perform any other duties assigned by management.

MINIMUM QUALIFICATIONS
  • Diploma in Civil Engineering, Architecture, Construction Management, or related field.
EXPERIENCE REQUIREMENTS
  • Proven experience in construction, block production, site supervision, workshop or factory operations, or vocational training.
  • Experience supervising artisans, production teams, youth trainees, or casual workers.
  • Experience in procurement support, stock management, customer relations, or marketing construction products is an added advantage.

KEY COMPETENCIES
  • Strong knowledge of construction materials, concrete mixing, block production, curing, and quality control.
  • Ability to read basic construction drawings and perform quantity calculations.
  • Strong leadership and team supervision skills.
  • Excellent record keeping and reporting skills (MS Word & Excel).
  • Strong communication, marketing, and customer service skills.
  • Ability to enforce safety standards and compliance.
  • Self-driven, organized, practical, and results-oriented.
