Hariss International is seeking an experienced Senior Procurement Officer to lead strategic sourcing activities, manage supplier relationships, oversee procurement processes, negotiate contracts, and ensure compliance with procurement policies and procedures.

Job Summary

The Senior Procurement Officer will be responsible for managing end-to-end procurement activities, including supplier identification, sourcing, contract negotiation, purchase order management, supplier performance monitoring, and procurement reporting.
The successful candidate will ensure that goods and services are acquired at the right quality, cost, and time while supporting business objectives and maintaining strong supplier partnerships.

Key Responsibilities

Procurement Planning and Management
  • Manage the complete procurement cycle from requisition to delivery.
  • Develop procurement strategies aligned with organizational goals.
  • Coordinate procurement activities with internal departments.
  • Prepare and manage procurement plans and schedules.
  • Ensure timely sourcing and delivery of required goods and services.
Supplier Sourcing and Relationship Management
  • Identify, evaluate, and select suitable suppliers based on:
    • Quality
    • Cost
    • Reliability
    • Delivery performance
  • Build and maintain strong relationships with suppliers.
  • Conduct supplier visits and performance assessments.
  • Maintain updated supplier databases and records.
  • Act as the main contact between suppliers and internal stakeholders.
Tendering and Procurement Documentation
  • Prepare procurement documents including:
    • Requests for Quotations (RFQs)
    • Requests for Proposals (RFPs)
    • Tender documents
  • Review supplier quotations and proposals.
  • Analyze supplier bids and provide recommendations for contract awards.
  • Ensure procurement documentation is accurate and complete.
Contract Negotiation and Purchase Management
  • Review supplier terms and conditions.
  • Negotiate purchase orders, contracts, and commercial agreements.
  • Generate purchase orders and maintain accurate procurement records.
  • Monitor supplier compliance with contractual obligations.
  • Resolve supplier disputes and procurement-related issues.
Supplier Performance Monitoring
  • Track supplier delivery performance.
  • Follow up on purchase orders and pending deliveries.
  • Monitor supplier adherence to:
    • Quality standards
    • Delivery timelines
    • Contract requirements
  • Implement corrective actions where supplier performance does not meet expectations.
Budget Management and Cost Control
  • Support preparation and management of procurement budgets.
  • Monitor procurement spending and report budget variances.
  • Identify cost-saving opportunities through effective sourcing.
  • Ensure procurement activities provide value for money.
Inventory and Records Management
  • Maintain accurate purchasing and inventory records.
  • Ensure procurement systems are updated regularly.
  • Support vendor reconciliation processes.
  • Maintain proper documentation for audit purposes.
Compliance and Reporting
  • Ensure compliance with procurement policies and procedures.
  • Maintain transparency and accountability throughout procurement processes.
  • Prepare procurement reports for management review.
  • Perform any other duties assigned by management.

Qualifications and Requirements

Academic Qualifications
Applicants should have:
  • A Bachelor’s Degree in Procurement, Business Administration, Logistics, Supply Chain Management, or a related discipline.
  • Professional certification such as CIPS (Chartered Institute of Procurement & Supply) is an added advantage.
Professional Experience
Candidates should have:
  • Minimum 6+ years of experience in procurement or supply chain management.
  • Experience working in a busy procurement environment.
  • Experience in strategic sourcing, supplier management, and contract negotiation.
