Job Summary

The Resilience Associate will support the design, coordination, technical oversight, and resource mobilization of resilience programmes implemented in West Nile, Uganda.
The role will focus on strengthening resilience interventions among refugee-hosting communities by supporting programme planning, coordination, evidence generation, stakeholder engagement, reporting, and partnership development.
The successful candidate will work closely with government institutions, UN agencies, NGOs, private sector partners, development actors, and WFP technical teams to ensure resilience programmes are effectively implemented, evidence-based, and aligned with donor priorities.

Key Responsibilities

1. Resilience Programme Coordination
  • Support implementation of the West Nile resilience strategy within the Arua Area Office.
  • Ensure resilience activities align with self-reliance objectives and humanitarian-development approaches.
  • Coordinate technical follow-up of resilience projects funded by partners including Irish-funded programmes, Mastercard Foundation, European Union, and other initiatives.
  • Support integration of resilience approaches across WFP programmes.
2. Programme Planning & Implementation Support
  • Assist in developing annual work plans, activity schedules, and implementation trackers.
  • Monitor progress against programme outputs, milestones, and targets.
  • Identify implementation challenges and recommend corrective actions.
  • Support field missions, workshops, partner meetings, and technical consultations.
  • Prepare meeting agendas, minutes, action points, and follow-up reports.
3. Research, Evidence Generation & Learning
  • Collect and analyze programme data from:
    • Assessments.
    • Monitoring reports.
    • Field visits.
    • Partner reports.
    • Government sources.
  • Develop evidence-based recommendations to improve programme effectiveness.
  • Document lessons learned, successful approaches, and best practices.
  • Support knowledge sharing within WFP and with partners.
4. Proposal Development & Resource Mobilization
  • Support preparation of:
    • Concept notes.
    • Donor briefs.
    • Project proposals.
    • Funding documents.
  • Contribute to technical narratives, logical frameworks, budgets, risk analysis, and results frameworks.
  • Provide evidence and analysis to support fundraising opportunities.
5. Partnership & Stakeholder Engagement
  • Support collaboration with:
    • District Local Governments.
    • Office of the Prime Minister (OPM).
    • UN agencies.
    • NGOs.
    • Development partners.
    • Private sector organizations.
  • Strengthen partnerships related to:
    • Resilience building.
    • Local economic development.
    • Refugee-host integration.
  • Lead coordination meetings with cooperating partners at field office level.
6. Monitoring, Reporting & Documentation
  • Maintain organized programme records and reference documents.
  • Prepare briefing notes, presentations, and reports for management and donors.
  • Support monitoring systems and reporting mechanisms.
  • Track project risks and implementation progress.
7. Cross-Cutting Programme Support
Support integration of key priorities including:
  • Gender equality.
  • Youth empowerment.
  • Social cohesion.
  • Nutrition-sensitive programming.
  • Climate resilience.
  • Accountability to affected populations.
