Job Summary
YSAT Uganda is seeking a Project Team Leader / Field Office Manager to provide overall strategic leadership, technical oversight, and operational management for the PlayMatters 3.0 project in Kiryandongo.
This is a dual-purpose leadership position combining project management, humanitarian programme coordination, field-office administration, stakeholder engagement, budget oversight, team leadership, and operational management.
The successful candidate will be responsible for ensuring high-quality project implementation while also overseeing the daily functioning, safety, and security of the Kiryandongo field office.
Key Responsibilities
1. Project Leadership and Management
- Lead the planning, launch, implementation, monitoring, and close-out of PlayMatters 3.0 activities.
- Develop and coordinate project implementation plans.
- Ensure activities are delivered according to approved project plans and timelines.
- Monitor programme progress and identify implementation challenges.
- Ensure project activities meet agreed quality standards and objectives.
- Coordinate with technical and support teams to ensure smooth programme delivery.
2. Field Office Management
- Oversee the daily operations of the Kiryandongo Field Office.
- Ensure the office has the resources required for effective programme implementation.
- Supervise office administration and operational processes.
- Ensure compliance with organizational procedures.
- Oversee field-office safety and security protocols.
- Identify operational risks and ensure appropriate mitigation measures are implemented.
3. Stakeholder and Partnership Management
- Serve as YSAT's primary focal point for the PlayMatters 3.0 project.
- Participate in coordination meetings with War Child Alliance and IRC.
- Represent YSAT in relevant coordination forums.
- Maintain working relationships with:
- Office of the Prime Minister (OPM)
- UNHCR
- District Local Government
- Education working groups
- Community and education stakeholders
- Ensure effective communication between YSAT, partners, government institutions, and other stakeholders.
4. Budget and Financial Oversight
- Manage the project budget in collaboration with the Project Finance Officer.
- Monitor expenditure against approved project budgets.
- Support accurate financial forecasting.
- Review programme spending and identify potential budget variances.
- Ensure project resources are used efficiently and accountably.
- Work closely with finance staff to maintain financial accountability.
- Support donor and management reporting requirements.
5. Programme Quality and Technical Oversight
- Provide strategic and technical oversight of project activities.
- Ensure implementation is consistent with PlayMatters 3.0 objectives.
- Monitor programme quality and progress.
- Review project performance data and reports.
- Work with MEAL teams to use evidence for programme improvement.
- Identify lessons learned and opportunities for programme adaptation.
6. Team Leadership and Supervision
- Provide leadership and direction to the project team.
- Support staff to understand their roles, responsibilities, and targets.
- Monitor staff performance and provide constructive feedback.
- Promote teamwork and effective collaboration.
- Support staff development and capacity building.
- Encourage accountability and professional conduct within the field team.
7. Reporting and Documentation
- Prepare high-quality project reports.
- Provide regular implementation updates to management and partners.
- Document project achievements, challenges, lessons learned, and recommendations.
- Contribute to donor reports and coordination documents.
- Ensure project documentation is accurate, complete, and properly maintained.
Qualifications and Requirements
Applicants should have:
- A Bachelor’s Degree in:
- Education
- Project Management
- Development Studies
- Social Sciences
- Or another relevant field.
- A Master’s Degree or Postgraduate Diploma in Project Planning and Management is highly desirable.
- Minimum 5 years of progressive experience managing humanitarian or development education programmes.
- Experience in Education in Emergencies (EiE) is highly desirable.
- At least 2 years of field-office leadership or supervisory experience.
- Strong leadership and team-management experience.
- Excellent partnership-management skills.
- Strong budget-tracking and financial-management skills.
- Excellent report-writing skills.
- Strong understanding of Uganda's education system.
- Strong understanding of refugee settlement dynamics.
