The Project Officer – Land Titling position plays a direct frontline role in bridging community mobilization with statutory land governance structures. This role demands robust field execution, high integrity, and practical knowledge of customary and statutory land frameworks within last-mile rural communities.
Key Responsibilities
  • Field Implementation & Community Mobilization: Spearhead day-to-day land mapping, verification, and registration processes within assigned project coverage areas.
  • Stakeholder Engagement: Build and sustain cooperative networks with Area Land Committees, local council officials, district land office staff, and customary leadership.
  • GPS Mapping & Data Management: Execute smartphone/tablet-based boundary mapping, geo-fencing, and household data collection while conducting first-line quality assurance checks.
  • Reporting & Documentation: Compile comprehensive field reports, maintain dual physical/digital data records, and log community feedback securely.
  • Safeguarding & Inclusion: Implement gender-responsive outreach strategies, safeguard vulnerable households, and report compliance or conflict risks immediately.
Candidate Profile & Qualifications
  • Education: Bachelor’s degree in Land Management, Geography, Law, Development Studies, Social Sciences, Public Administration, or a closely related discipline.
  • Experience: 2 to 4 years of active field-level experience in land tenure systems, rural community development, or localized social programs.
  • Technical Knowledge: Working knowledge of Uganda’s diverse land tenure modalities (Customary, Freehold, Mailo, and Leasehold) alongside basic familiarity with digital mapping software or mobile data collection applications.
  • Core Competencies: Exceptional interpersonal communication, time management, multi-stakeholder navigation, and an uncompromising commitment to field-level integrity.
