Project Manager – Land Titling

About the Role & Industry Context
Securing land rights and strengthening land tenure governance are critical drivers for sustainable economic development and the alleviation of ultra-poverty across rural Sub-Saharan Africa. The Project Manager – Land Titling leads the strategic architecture, design, and execution of RTV's specialized land tenure initiative in Uganda. This senior leadership role coordinates complex, multi-stakeholder interventions—bridging grassroots community engagement with statutory frameworks governed by the Ministry of Lands, Housing and Urban Development (MLHUD) and local district authorities.
Key Responsibilities
  • Strategic Leadership & Program Design: Direct the end-to-end execution of land mapping, verification, and registration projects, translating strategic goals into actionable operational frameworks.
  • Government & Stakeholder Coordination: Build and sustain strategic partnerships with District Land Boards, Area Land Committees, customary authorities, and national regulatory bodies.
  • Technical Oversight (GIS & Data Integration): Oversee digital data infrastructure, GPS boundary mapping, geo-fencing frameworks, and data compatibility standards.
  • Operational & Financial Management: Manage program budgets, cross-functional project teams, work planning, and comprehensive monitoring, evaluation, and learning (MEL) systems.
  • Inclusion & Risk Mitigation: Ensure gender-responsive execution, foster vulnerable household co-registration, and actively mitigate risks associated with elite capture or community tension.
Candidate Profile & Qualifications
  • Education: Bachelor’s degree in Land Management, Geography, Law, Development Studies, Public Policy, Natural Resource Management, or a related field (Postgraduate qualification in Land Surveying, Geomatics, or Geo-Spatial Science is an added advantage).
  • Experience: Minimum of 6 years managing complex development programs, specifically focusing on land governance, tenure security, rural development, or spatial/geospatial initiatives.
  • Expertise: Deep functional knowledge of Uganda’s land tenure archetypes (Customary, Freehold, Mailo, and Leasehold) and institutional structures.
  • Core Competencies: Advanced strategic vision, multi-stakeholder negotiation, data-driven decision-making, and high-level political/community navigation skills.
