Job Summary

Water Mission Uganda is seeking a Project Manager responsible for planning, coordinating, implementing, monitoring, and reporting on water, sanitation, and hygiene (WASH) projects.
Reporting to the Country Director, the Project Manager will provide technical leadership and project management oversight to ensure projects are completed:
  • On schedule
  • Within approved budgets
  • According to Water Mission standards
  • In compliance with donor requirements
The role will oversee project planning, implementation, quality assurance, contractor management, stakeholder coordination, and sustainability of safe water systems.
The Project Manager will work closely with:
  • Engineering teams
  • Community Development teams
  • Contractors
  • Consultants
  • Government authorities
  • Implementing partners
  • Community stakeholders
The position requires residence in Jinja, Uganda and frequent travel to project sites throughout Uganda.

Key Responsibilities

1. Mission-Driven Leadership
The Project Manager will:
  • Maintain a strong Christian witness and demonstrate servant leadership.
  • Serve as a role model to colleagues, donors, partners, volunteers, communities, and stakeholders.
  • Lead and participate in prayer sessions before and after team meetings.
  • Participate in Bible-based staff devotion sessions.
  • Support and promote Water Mission’s mission, vision, values, and standards.
  • Encourage accountability and excellence throughout the organization.

2. Project Management and Implementation

Key responsibilities include:
  • Provide overall project management oversight for assigned WASH projects.
  • Develop project implementation plans, schedules, budgets, and resource requirements.
  • Ensure projects are delivered according to:
    • Approved scope
    • Timelines
    • Budgets
    • Quality standards
  • Coordinate project activities with:
    • Internal departments
    • Contractors
    • Consultants
    • Community stakeholders
    • Development partners
  • Conduct regular field visits to:
    • Monitor project progress
    • Verify quality standards
    • Identify and resolve implementation challenges
  • Ensure successful completion and handover of water systems to communities and stakeholders.
  • Review project documents, reports, requisitions, and technical records for accuracy.
  • Support proposal development, grant applications, and donor reporting.
  • Maintain accurate project information within Water Mission databases.
  • Coordinate project activities between:
    • Engineering
    • Community Development
    • Evangelism and Discipleship
    • Professionalized Services
    • Carbon Programs
    • Monitoring, Evaluation and Learning (MEL)
    • Accounting
    • Supply Chain
  • Provide management oversight of local contractors.
  • Support staff scheduling and resource utilization.
  • Coordinate vehicle and equipment scheduling to ensure effective resource management.
  • Perform additional duties assigned by supervisors.

3. Community Assessments and Project Development

The Project Manager will support:
  • Site assessments and feasibility studies.
  • Project evaluations and technical reviews.
  • Water quality and quantity assessments.
  • Survey measurements and technical investigations.
  • Project identification and planning with Community Development and Program teams.

4. Monitoring, Reporting and Documentation

Responsibilities include:
  • Maintain accurate project records and technical documentation.
  • Prepare project reports, drawings, and implementation records.
  • Provide timely updates to:
    • Country Director
    • Donors
    • Stakeholders
    • Internal teams
  • Ensure project databases are regularly updated.
  • Prepare project completion reports.
  • Document lessons learned and best practices.
  • Support continuous improvement of project delivery.

5. Contract and Financial Management

The Project Manager will:
  • Monitor contractor performance and ensure compliance with contracts.
  • Track project expenditures and support budget management.
  • Manage service contracts effectively.
  • Review and verify contractor payment applications.
  • Coordinate payment processing with the Finance Department.
  • Promote cost-effective project implementation.
  • Ensure responsible use of organizational resources.
  • Support Supply Chain activities through reviews and approvals.

6. Partnership and Stakeholder Engagement

Responsibilities include:
  • Build strong relationships with:
    • Community leaders
    • Government agencies
    • NGOs
    • Implementing partners
    • Development stakeholders
  • Represent Water Mission professionally during:
    • Meetings
    • Site visits
    • Community engagements
  • Support partnerships that improve project sustainability and community impact.

Qualifications and Experience

Education Requirements
Applicants must have:
  • Bachelor’s Degree in:
    • Civil Engineering
    • Water Resources Engineering
    • Environmental Engineering
    • Related Engineering Field
Added advantage:
  • Master’s Degree in a relevant field.
  • Registration with the Engineers Registration Board (ERB).
  • Membership in a recognized professional engineering body.

Professional Experience

Candidates should have:
  • Minimum 5 years of progressive experience managing:
    • Water projects
    • Sanitation projects
    • Infrastructure projects
    • Community development programs
  • Demonstrated experience in:
    • Project planning
    • Implementation management
    • Monitoring
    • Reporting
    • Construction supervision
    • Contractor management
Preferred experience:
  • Rural water supply systems.
  • NGO projects.
  • Faith-based organizations.
  • International development programs.
