Looking for Project Director jobs in Uganda? adelphi is hiring a Project Director Uganda to establish and lead its new Kampala project office under the Uganda Green Enterprise Finance Accelerator (UGEFA). This senior leadership role offers an exciting opportunity to oversee green finance initiatives, manage operations, build strategic partnerships, and support sustainable private sector development in Uganda.

Job Summary
The Project Director Uganda will provide strategic leadership for adelphi's Uganda operations by establishing and managing the Kampala country office, leading project implementation, overseeing operational systems, supervising a local team, managing stakeholder relationships, and representing the organization with donors, financial institutions, government agencies, and private sector partners.
The successful candidate will initially work remotely with frequent travel to Uganda before relocating permanently to Kampala once the local office has been established.

Through its Green Entrepreneurship team, adelphi supports micro, small and medium-sized enterprises (MSMEs) across Africa, Asia, and Latin America by strengthening business development, improving finance readiness, and expanding access to green finance.
The Uganda Green Enterprise Finance Accelerator (UGEFA) is an EU-funded initiative designed to increase green financing opportunities for Ugandan SMEs by partnering with financial institutions and delivering technical assistance, business advisory services, and green finance training.

Key Responsibilities
Office Establishment and Operations
  • Establish and operationalize the Kampala project office.
  • Develop organizational structures, internal procedures, and reporting systems.
  • Coordinate office operations with adelphi headquarters.
  • Oversee budgeting, financial planning, forecasting, and donor compliance.
  • Ensure effective financial controls and audit readiness.
  • Lead procurement planning and vendor selection processes.
  • Manage contracts and ensure compliance with donor regulations.
Team Leadership
  • Recruit, onboard, supervise, and mentor the Uganda project team.
  • Develop annual work plans and implementation schedules.
  • Promote a high-performance and collaborative working culture.
  • Monitor staff performance and professional development.
  • Ensure compliance with organizational policies and reporting standards.
Programme Management
  • Lead implementation of Green Enterprise Advisory initiatives.
  • Coordinate Green Finance and Business Development Services.
  • Facilitate workshops, trainings, stakeholder engagements, and networking events.
  • Monitor project performance and ensure timely delivery of activities.
  • Maintain quality assurance across all programme components.
Stakeholder Engagement
  • Represent adelphi and UGEFA across Uganda.
  • Build strong relationships with commercial banks and financial institutions.
  • Engage government agencies and development partners.
  • Collaborate with enterprise support organizations and business advisors.
  • Maintain donor relationships and protect organizational reputation.
Business Development
  • Identify funding opportunities for future programmes.
  • Support proposal development and resource mobilization.
  • Develop strategic partnerships for project sustainability.
  • Position UGEFA for future expansion and long-term impact.

Qualifications
Applicants should possess:
  • Bachelor's degree in Finance, Economics, Business Administration, Development Studies, Public Policy, Environmental Management, or a related discipline.
  • Master's degree is highly preferred.
  • Minimum of eight years of relevant professional experience.
  • Strong background in programme management and operations.
  • Experience working within Uganda or East Africa.
  • Knowledge of private sector development and SME support.
  • Expertise in green entrepreneurship or climate finance.
  • Experience managing donor-funded programmes.
  • Budget management and financial oversight skills.
  • Procurement and contract management experience.
  • Team leadership and staff management experience.
  • Strong stakeholder engagement and partnership-building skills.
  • Excellent communication and presentation abilities.
  • Professional proficiency in English.
