Job Summary

ZOA Uganda is seeking an experienced and motivated Project Coordinator to lead the implementation of Participatory Integrated Planning (PIP) activities under the HOPE Project in Kiryandongo Refugee Settlement and surrounding host communities. Reporting to the Program Manager, the successful candidate will coordinate project planning, supervise Project Officers and Community-Based Facilitators, engage stakeholders, monitor project performance, and ensure the successful delivery of livelihoods and community empowerment interventions.
The Project Coordinator will play a critical role in promoting sustainable livelihoods, gender equality, land rights, food security, mental health and psychosocial support (MHPSS), WASH, and community resilience through a localization approach that empowers refugees and host communities.

About the HOPE Project

The HOPE Project (2026–2029) is a multi-sector programme supporting refugees and host communities through interventions in:

  • Community Empowerment

The project emphasizes locally led development, participatory planning, and strengthening civil society organizations while improving household resilience and sustainable livelihoods.

Key Responsibilities

Project Planning & Coordination
  • Coordinate day-to-day implementation of Participatory Integrated Planning (PIP) activities.
  • Ensure project implementation aligns with approved work plans, log frames, donor requirements, and ZOA policies.
  • Supervise three Project Officers responsible for PIP implementation.
  • Monitor project progress and ensure achievement of planned outputs and outcomes.
  • Support establishment of demonstration plots for conservation agriculture and learning.
  • Promote beneficiary accountability throughout project implementation.
  • Support households to develop and implement Participatory Integrated Planning (PIP) plans.
Technical Support & Livelihoods Programming
  • Provide technical guidance and mentorship to Project Officers and Community-Based Facilitators.
  • Coordinate livelihood interventions for refugees and host communities.
  • Promote sustainable agricultural practices and community empowerment.
  • Support implementation of gender-responsive and inclusive development approaches.
  • Strengthen community ownership of project interventions.
Monitoring, Evaluation & Reporting
  • Develop implementation plans and activity schedules.
  • Prepare monthly, quarterly, and donor reports.
  • Document lessons learned, best practices, and project success stories.
  • Collect monitoring data according to ZOA MEAL systems.
  • Monitor project quality and recommend improvements.
Stakeholder Coordination & Representation
  • Represent ZOA in district coordination meetings and technical working groups.
  • Coordinate with:
    • Office of the Prime Minister (OPM)
    • UNHCR
    • District Local Governments
    • Community leaders
    • NGOs
    • Development partners
    • Service providers
  • Strengthen partnerships supporting livelihoods and refugee programming.
Team Leadership & Human Resource Management
  • Supervise Community-Based Facilitators and Project Officers.
  • Set weekly and monthly staff performance targets.
  • Conduct staff coaching, mentorship, and performance appraisals.
  • Build team capacity to improve project quality.
Procurement & Financial Management
  • Prepare timely procurement requests.
  • Monitor project expenditures against approved budgets.
  • Ensure proper coding of project expenses.
  • Support efficient utilization of project resources.
Accountability & Safeguarding
  • Promote ZOA's feedback and complaints mechanisms.
  • Ensure safeguarding and "Do No Harm" principles are integrated into project implementation.
  • Document complaints and feedback according to organizational procedures.
  • Promote accountability, inclusion, and protection of vulnerable groups.

Minimum Qualifications

Applicants should possess:
  • Bachelor's Degree in:
    • Agricultural Sciences
    • Agribusiness
    • Agricultural Education
    • Development Studies
    • Project Planning
    • Related field
Additional qualifications in Agriculture, Agribusiness, Financial Inclusion, Livelihoods, or Community Development are an added advantage.

Required Experience

Candidates should have:
  • Minimum 3 years of experience implementing livelihoods or community development projects.
  • Experience coordinating humanitarian or development programmes.
  • Experience implementing Participatory Integrated Planning (PIP) approaches is highly desirable.
  • Experience working in refugee settlements, especially Kiryandongo, is an added advantage.
  • Experience with localization, food security, land rights, gender inclusion, MHPSS, WASH, or MEAL.
  • Experience working with NGOs, government agencies, and humanitarian partners.

  • Valid motorcycle riding permit with practical riding experience (Mandatory).
