Job Summary

The Programme Analyst – Gender Equality and Women’s Empowerment (GEWE) will support the effective coordination, implementation, monitoring, and reporting of UN Women programmes at sub-national level, particularly within the Karamoja region.
The role focuses on strengthening partnerships, supporting Women’s Economic Empowerment (WEE) initiatives, coordinating with government and development actors, providing technical guidance on gender mainstreaming, and ensuring evidence-based programme delivery.
The Programme Analyst will work closely with government agencies, UN partners, donors, NGOs, and community stakeholders to advance gender equality priorities and improve women’s participation in social and economic development.

Key Responsibilities

1. Gender Equality Programme Coordination
  • Support coordination of UN Women programmes and gender equality initiatives in the Karamoja region.
  • Represent UN Women in coordination meetings, working groups, and inter-agency forums.
  • Strengthen collaboration with government departments, UN agencies, NGOs, donors, and private sector partners.
  • Ensure Gender Equality and Women’s Empowerment (GEWE) priorities are integrated into development programmes.
  • Participate in gender coordination platforms including Gender in Humanitarian Action (GiHA) forums.

2. Technical Support and Capacity Building

  • Provide technical advice on gender mainstreaming and women empowerment programming.
  • Develop tools, guidelines, and approaches to support partners implementing gender-responsive projects.
  • Identify capacity gaps among partners and coordinate training, mentorship, and technical support.
  • Support partners in integrating gender equality principles into strategic plans and programme activities.
  • Promote inclusive approaches targeting vulnerable and marginalised groups.

3. Women’s Economic Empowerment (WEE) Programme Support

  • Support the design and implementation of Women’s Economic Empowerment programmes.
  • Contribute to development of project proposals, concept notes, policy briefs, and advocacy materials.
  • Provide technical support during programme implementation.
  • Support coordination of implementing partner activities and reporting.
  • Guide partners on Results-Based Management (RBM) tools and performance indicators.
  • Participate in programme review meetings and evaluations.

4. Monitoring, Evaluation and Reporting

  • Support development of monitoring frameworks for gender equality programmes.
  • Track programme performance, results, outputs, and outcomes.
  • Support data collection, analysis, and reporting processes.
  • Prepare quarterly, donor, and programme performance reports.
  • Participate in field monitoring visits and assessments.
  • Support evidence generation through research, learning documents, and impact reports.
  • Ensure programmes comply with UN Women monitoring and reporting standards.

5. Partnership Development and Resource Mobilisation

  • Support development of partnerships with government, donors, NGOs, and private sector stakeholders.
  • Conduct research on potential funding opportunities.
  • Prepare donor briefs and resource mobilisation documents.
  • Support engagement with development partners to strengthen programme sustainability.
  • Identify opportunities for collaboration and joint initiatives.

Required Qualifications

Education Requirements
Applicants should have:
  • A Master’s Degree in any of the following fields:
    • Gender Studies
    • Women’s Studies
    • International Development Studies
    • Social Sciences
    • Human Rights
    • Economics
    • Agriculture
    • Business Administration
    • Related fields
OR
  • A first-level university degree combined with additional qualifying professional experience may be accepted.
Additional certification in Project Management, Monitoring & Evaluation, Gender Programming, or Development Management is an added advantage.

Required Experience

Candidates should have:
  • Minimum 3 years of professional experience in programme design, implementation, monitoring, and evaluation.
  • Experience working in gender equality, women empowerment, development, or humanitarian programmes.
  • Experience supporting Women’s Economic Empowerment initiatives.
  • Experience coordinating with government institutions, donors, NGOs, or international organisations.
  • Experience preparing programme reports, proposals, and analytical documents.
  • Experience working with Results-Based Management (RBM) approaches.
Experience within the UN system is an added advantage.
