Job Summary

Water Mission Uganda is seeking a Professionalized Services Manager (PSM) to lead the development, implementation, and management of professionalized water services that support long-term sustainability of safe water projects.
Reporting to the Country Director and Director Professionalized Services, the Professionalized Services Manager will organize, lead, and manage initiatives that improve water system performance, strengthen operational sustainability, and support transformation in communities where Water Mission projects are implemented.
The role will focus on developing sustainable water service models, improving rural water utility management, supporting performance-based initiatives, strengthening partnerships, and building local capacity.

Key Responsibilities

1. Mission-Driven Leadership
The Professionalized Services Manager will:

  • Model integrity, excellence, and commitment when working with colleagues, partners, communities, and stakeholders.
  • Participate in prayer sessions before and after team meetings.
  • Lead and participate in Bible-based staff devotion sessions.

2. Professionalized WASH Services Development

Key responsibilities include:
  • Assess existing WASH service delivery models, especially Rural Water Cooperatives (RWC).
  • Identify opportunities to improve water service performance and sustainability.
  • Develop strategies to strengthen professionalized water service approaches.
  • Support performance-based initiatives including:
    • UPTIME programs
    • Carbon Credits Programs
    • Other sustainability-focused initiatives
  • Ensure compliance with reporting requirements and service quality standards.
  • Develop innovative professionalized service models suited to Uganda’s WASH environment.
  • Support sustainable water system operations beyond initial project implementation.

3. Performance Management and Financial Oversight

The role will:
  • Monitor performance-based projects and initiatives.
  • Manage and oversee project budgets.
  • Track expenditures and ensure proper allocation of funds.
  • Reconcile financial activities against approved budget lines.
  • Use Return on Investment (ROI) analysis to support strategic decision-making.
  • Monitor key performance indicators (KPIs) to evaluate service effectiveness.

4. Water Utility Development and Sustainability

The Professionalized Services Manager will:
  • Support establishment and strengthening of water utility entities.
  • Develop governance structures, policies, and operational frameworks.
  • Improve water utility management systems.
  • Support development of sustainable revenue generation models.
  • Monitor utility performance and identify areas for improvement.
  • Strengthen long-term operation and maintenance of water systems.

5. Technology and Data Management

Responsibilities include:
  • Lead operationalization of mWater systems for:
    • Planning
    • Assessment
    • Implementation
    • Monitoring
    • Long-term operations
    • Sustainability tracking
  • Support customization of digital tools according to country program needs.
  • Ensure effective use of data for decision-making and program improvement.
  • Train staff involved in asset management and digital monitoring systems.

6. Staff Capacity Building and Team Development

The role will:
  • Develop training programs to improve staff technical skills.
  • Build capacity among water system operators and professionalized service teams.
  • Support development of technical expertise within Water Mission Uganda.
  • Identify staffing needs required to achieve program goals.
  • Strengthen internal systems and operational capabilities.

7. Stakeholder Engagement and Partnerships

The Professionalized Services Manager will:
  • Build strong relationships with:
    • Government institutions
    • NGOs
    • Community organizations
    • Water sector partners
    • Development stakeholders
  • Promote collaboration between Rural Water Cooperatives and Water Mission teams.
  • Facilitate knowledge sharing and experience exchange.
  • Support partnerships that improve sustainable water service delivery.

8. Reporting and Documentation

Responsibilities include:
  • Prepare comprehensive reports on project performance.
  • Document lessons learned, best practices, and outcomes.
  • Prepare presentations for internal and external stakeholders.
  • Provide recommendations for improving professionalized services.

Qualifications and Experience

Educational Requirements
Applicants should have:
  • Bachelor’s or Master’s Degree in any of the following:
    • Civil Engineering
    • Environmental Engineering
    • Water Resources Management
    • Related Engineering or Water Sector Field
Added advantage:
  • Additional qualification in Business Administration such as an MBA.

Professional Experience

Candidates should have:
  • Minimum 4 years of experience working in the WASH sector.
  • Experience managing water-related projects.
  • Proven ability to achieve project targets and deliver measurable results.
  • Experience working in challenging development environments.
  • Experience with sustainability-focused programs and community water systems.
