Monitoring & Evaluation (M&E) Officer – Baylor Uganda

• Develop and implement M&E frameworks, logical models, and performance indicators for project activities.
• Design data collection tools including checklists, digital tools, and monitoring templates.
• Ensure M&E indicators align with Ministry of Health requirements and national and international health emergency standards.
• Support development of systems for tracking project outcomes and performance.

• Conduct field monitoring visits to assess project implementation progress.
• Track performance of health emergency response activities including:
  • Disease surveillance
  • Case management
  • Contact tracing
  • Community engagement activities
• Provide timely feedback to project teams to support decision-making and continuous improvement.
• Develop dashboards, scorecards, and performance reports.

• Coordinate collection and compilation of project performance data from project teams, districts, and health facilities.
• Maintain updated project databases and training records.
• Conduct data quality assessments, validation, and verification exercises.
• Ensure accuracy, completeness, and reliability of collected information.
• Support use of national reporting and surveillance platforms including eIDSR and Go.Data.
• Analyze quantitative and qualitative data to identify trends, achievements, challenges, and gaps.

• Prepare regular M&E reports including:
  • Project performance reports
  • Donor reports
  • Activity briefs
  • Monitoring summaries
• Document success stories, case studies, and lessons learned.
• Support preparation of M&E sections for proposals, concept notes, and project documents.
• Provide evidence-based recommendations for program improvement.

• Train project staff, district biostatisticians, and stakeholders on M&E approaches and data management.
• Support health teams in improving data collection, analysis, reporting, and utilization.
• Strengthen capacity of stakeholders to respond effectively to public health emergencies.

• Support implementation of project evaluations including:
  • Baseline assessments
  • Mid-term reviews
  • End-of-project evaluations
• Collaborate with external evaluators and partners.
• Analyze evaluation findings and support dissemination to stakeholders.
• Ensure lessons learned inform future health programs.

• Work closely with:
  • Ministry of Health
  • Emergency Operations Centers (EOCs)
  • District health teams
  • Development partners
  • Health facilities
• Participate in technical working groups and partner coordination meetings.
• Present M&E findings and recommendations to strengthen health emergency response activities.

Required Qualifications and Experience

• Bachelor’s degree in:
  • Statistics
  • Quantitative Economics
  • Public Health
  • Health Sciences
  • A related quantitative field
• A Master’s degree in Monitoring and Evaluation, Statistics, Quantitative Economics, or Public Health is highly desirable.
• Minimum of 3 years’ experience in Monitoring and Evaluation for global health security or public health programs.
• Experience working with:
  • Government health systems
  • Development partners
  • Donor-funded projects
  • Health emergency response programs
• Proven experience designing and implementing M&E frameworks and tools.
• Strong experience in quantitative and qualitative data analysis.

Required Skills and Competencies

• Knowledge of Uganda’s health information systems.

  • Digital health reporting systems
• Understanding of donor-funded health programs.
• Experience working with Ministry of Health structures and district health teams.
