Job Overview
MTN Uganda is seeking a highly skilled and experienced Manager – Wholesale Connectivity to provide strategic leadership and drive growth within the company’s Wholesale and Carrier Services division. The role focuses on developing and managing relationships with international and national telecom carriers, negotiating roaming and interconnect agreements, improving service quality, ensuring regulatory compliance, and maximizing revenue opportunities.
The successful candidate will lead strategic initiatives that strengthen MTN Uganda’s position in the telecommunications market by optimizing international connectivity, roaming services, interconnection partnerships, carrier relationships, and wholesale business operations.

Main Purpose of the Role

The Manager – Wholesale Connectivity will develop and implement a comprehensive strategy for Wholesale and Carrier Services aligned with MTN Uganda’s business objectives.
The role will provide strategic direction for carrier partnerships by negotiating commercial agreements that grow:
  • International roaming business.
  • Interconnect revenue.
  • Carrier partnerships.
  • Wholesale connectivity solutions.
  • Network collaboration opportunities.
The position will drive business growth through innovative agreements, operational efficiency, strong stakeholder relationships, and improved customer experience.

Key Responsibilities

Strategic Leadership and Business Development
  • Develop and implement long-term strategies for Wholesale and Carrier Services.
  • Align carrier relationship strategies with MTN Uganda’s overall business goals.
  • Identify opportunities for revenue growth through roaming, interconnect, and wholesale connectivity services.
  • Develop initiatives that improve operational efficiency and reduce costs.
  • Monitor market trends and recommend strategies to strengthen MTN’s competitive position.
Carrier Partnerships and Relationship Management
  • Establish and maintain strong relationships with:
    • International telecom carriers.
    • National operators.
    • Regulatory authorities.
    • Service providers.
    • Industry partners.
  • Manage relationships with key connectivity partners including carrier hubs and technology providers.
  • Build partnerships that improve connectivity services and create business value.
  • Represent MTN Uganda in carrier and industry engagements.
Commercial Negotiations and Agreements
  • Lead commercial negotiations for roaming and interconnect agreements.
  • Manage partnerships with local and international roaming partners.
  • Ensure agreements meet customer needs and business objectives.
  • Identify opportunities for cost optimization and revenue enhancement.
  • Review commercial terms to maximize profitability.
  • Manage contract negotiations and partnership renewals.
Roaming and Interconnect Business Management
  • Drive growth of international roaming services.
  • Develop strategies to increase roaming revenue and customer usage.
  • Manage interconnect partnerships and agreements.
  • Monitor roaming performance and identify improvement opportunities.
  • Ensure efficient settlement processes between partners.
  • Support revenue assurance through accurate billing and reconciliation.
Regulatory Compliance and Industry Standards
  • Monitor local and international telecommunications regulations.
  • Ensure compliance with:
    • Uganda Communications Commission (UCC) requirements.
    • GSMA standards.
    • International Telecommunications Union (ITU) guidelines.
  • Engage regulators on industry developments and policy matters.
  • Ensure carrier operations comply with legal and regulatory obligations.
Customer Experience and Service Quality Management
  • Monitor the quality of roaming and interconnection services.
  • Ensure high standards of connectivity and service reliability.
  • Analyze customer requirements and develop solutions.
  • Work with technical teams to resolve service challenges.
  • Improve customer experience across international connectivity services.
Technical Integration and Network Interoperability
  • Ensure effective integration between MTN systems and partner networks.
  • Support implementation of telecommunications protocols including:
    • SS7 signaling.
    • Diameter protocols.
    • Data exchange systems.
  • Ensure system compatibility between MTN and carrier partners.
  • Collaborate with technical teams on connectivity projects.
Budget Management and Financial Planning
  • Develop and manage the Wholesale Connectivity budget.
  • Forecast revenue and expenditure requirements.
  • Provide business assumptions for roaming and interconnect revenue planning.
  • Monitor financial performance and return on investment.
  • Identify opportunities for improving profitability.
Project Management and Cross-Functional Leadership
  • Lead cross-functional teams implementing carrier-related projects.
  • Coordinate activities involving:
    • Network teams.
    • Finance departments.
    • Commercial teams.
    • Regulatory stakeholders.
    • External partners.
  • Ensure projects are delivered within timelines and compliance requirements.
  • Provide progress reports to management.

Required Qualifications

Candidates should possess:
  • Bachelor’s Degree in:
    • Business Administration.
    • Statistics.
    • Telecommunications.
    • Computer Science.
    • Related discipline.
  • Postgraduate qualification in Marketing, Business, Telecommunications, or related field is an added advantage.

Required Experience

  • Minimum of 5 years’ experience in a relevant area of specialization.
  • Experience in:
    • Telecommunications industry.
    • Wholesale connectivity.
    • Interconnect management.
    • International roaming services.
    • Mobile network operations.
    • MVNO partnerships.
  • Experience managing strategic partnerships and commercial negotiations is highly desirable.
