Job Summary
CEVA Logistics is seeking an experienced Logistics Operations Supervisor – Customs to oversee customs brokerage operations and ensure efficient, compliant, and timely clearance of import and export shipments.
The successful candidate will supervise a team of Customs Brokerage Administrators, manage customs clearance operations, ensure compliance with Uganda Revenue Authority (URA) and other regulatory requirements, drive operational excellence, and deliver exceptional customer service while meeting key business performance indicators.

Key Responsibilities
Team Leadership & Supervision
Lead, coach, mentor, and develop the Customs Brokerage Administrators team while promoting a high-performance and accountable work culture.
Allocate workloads fairly based on operational priorities, shipment complexity, and agreed lead times to ensure timely customs clearance.
Monitor team productivity, rebalance workloads where necessary, conduct regular performance reviews, provide technical guidance on complex customs files, and implement initiatives that ensure compliance with Authorized Economic Operator (AEO) performance standards.
Prepare weekly and monthly operational reports to monitor work progress, team performance, and timely completion of assigned tasks.
Customs Clearance Operations
Supervise end-to-end customs clearance processes for both import and export shipments.
Oversee customs declarations, entry processing, documentation preparation, validation of declaration accuracy, tax calculations including customs duties and VAT, and ensure complete documentation is uploaded into the Transport Management System (TMS).
Ensure all customs clearance activities comply with Uganda Revenue Authority lead times and company operational standards while resolving customs queries and declaration corrections promptly.
Regulatory Compliance & Risk Management
Interpret and apply customs laws, tariffs, import and export regulations, and international trade requirements to ensure full regulatory compliance.
Ensure all approvals and documentation from relevant regulatory agencies including Uganda Revenue Authority (URA), Uganda National Bureau of Standards (UNBS), National Drug Authority (NDA), Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), Ministry of Works and Transport (MoWT), and other regulatory authorities are obtained and verified.
Support customs audits, manage post-clearance reviews, identify compliance risks, implement corrective actions, and drive continuous improvement initiatives that reduce customs clearance delays and operational costs.
Cargo Release Coordination
Coordinate timely processing and release of cargo by following up with customs authorities and regulatory agencies.
Ensure all customs documentation is complete and facilitate smooth cargo release through close collaboration with internal operations teams and external stakeholders.
Client & Regulatory Stakeholder Management
Serve as the primary liaison between CEVA Logistics, regulatory authorities, and clients regarding customs declarations and clearance activities.
Respond to client and regulatory queries, submit formal requests through URA Touchpoint where required, communicate shipment updates, and maintain strong professional relationships with customs officials and regulatory agencies.
Reporting & Operational Performance
Prepare detailed operational reports covering customs clearance timelines, compliance performance, documentation accuracy, and productivity.
Monitor key performance indicators including clearance cycle time, shipment release rates, penalties, demurrage, detention, documentation quality, and data accuracy within the Transport Management System.
Analyze operational bottlenecks, recommend process improvements, and support automation initiatives to enhance customs brokerage efficiency.

Qualifications
  • Bachelor's Degree in Transport and Logistics Management, Supply Chain Management, Business Administration, or a related field.
  • East African Customs and Freight Forwarding Practicing Certificate (Mandatory).
  • Postgraduate Diploma in Customs Clearing and Forwarding is an added advantage.

Experience
  • Minimum of five (5) years' experience in a customs clearing and forwarding firm.
  • At least three (3) years' experience in a supervisory role.
  • Proven experience managing customs brokerage operations and regulatory compliance.
  • Strong experience using ASYCUDA and logistics management systems.
  • Demonstrated success in customs clearance, stakeholder management, and operational leadership.

Skills and Competencies
The ideal candidate should possess strong operational leadership, customs brokerage expertise, and decision-making abilities.
Applicants should demonstrate excellent knowledge of customs laws, tariffs, import and export regulations, freight forwarding procedures, and trade compliance requirements.
Strong communication, negotiation, stakeholder management, analytical thinking, problem-solving, and reporting skills are essential.
Candidates must be highly organized, resilient, self-driven, adaptable, and capable of working under pressure while managing multiple priorities and maintaining high attention to detail.
