The university seeks an experienced and dynamic Human Resource Manager to lead its human resources function, ensuring effective management of academic and non-academic staff while maintaining compliance with Ugandan labour laws, NCHE regulations, and institutional policies.

Job Purpose

The Human Resource Manager will provide strategic leadership for all human resource functions across the university. The role is responsible for managing recruitment, payroll, employee relations, staff welfare, performance management, policy implementation, and statutory compliance for both academic and non-academic staff.
The successful candidate will serve as the University's senior HR advisor, ensuring fair, transparent, and legally compliant HR practices that support institutional growth and staff development.

Key Responsibilities

Recruitment, Onboarding and Staff Retention
  • Lead recruitment, selection, and onboarding processes for academic and non-academic staff.
  • Ensure recruitment processes are fair, transparent, merit-based, and compliant with university policies and NCHE requirements.
  • Coordinate workforce planning with faculties and departments to identify staffing needs.
  • Fill vacant positions in a timely manner.
  • Develop and implement staff engagement and retention strategies.
  • Monitor employee turnover and recommend retention initiatives.
  • Promote career development and employee recognition programs.
Payroll Administration
  • Prepare, verify, and authorize monthly payroll for all university staff.
  • Ensure accurate processing of salaries, allowances, deductions, and payments for part-time and adjunct staff.
  • Reconcile payroll with employment contracts, appointment letters, and teaching loads.
  • Resolve payroll-related queries promptly.
  • Ensure timely remittance of statutory deductions, including:
    • PAYE
    • NSSF
    • Local Service Tax (LST)
  • Maintain accurate payroll records for audit and compliance purposes.
Staff Development
  • Conduct training needs assessments across departments.
  • Coordinate professional development and capacity-building programs.
  • Monitor implementation of staff training initiatives.
  • Evaluate the effectiveness and impact of training programs.
  • Support career growth and succession planning.
Employee Relations and Discipline
  • Manage disciplinary cases in accordance with the Employment Act and university policies.
  • Ensure disciplinary procedures are fair, transparent, and legally compliant.
  • Maintain confidential disciplinary and grievance records.
  • Advise management on employee misconduct, conflict resolution, and performance issues.
  • Promote positive employee relations across the university.
Staff Welfare
  • Coordinate employee welfare programs.
  • Administer leave management processes.
  • Address employee welfare concerns professionally and confidentially.
  • Foster an inclusive, supportive, and healthy working environment.
  • Promote staff well-being and engagement.
Performance Management
  • Coordinate the university's performance appraisal process.
  • Ensure timely completion of staff evaluations.
  • Link performance assessments to staff development and promotion opportunities.
  • Coordinate allocation and monitoring of academic staff teaching workloads.
  • Advise managers on performance improvement plans and objective setting.
HR Reporting
  • Prepare regular HR reports for university management covering:
    • Staffing levels
    • Payroll
    • Employee turnover
    • Performance management
    • Staff welfare
    • Disciplinary cases
  • Prepare statutory reports required by NCHE and regulatory bodies.
  • Support internal and external audits with HR documentation.
Policy Development and Compliance
  • Develop, review, and update Human Resource policies.
  • Ensure HR policies comply with:
    • Ugandan labour laws
    • NCHE regulations
    • University strategic objectives
  • Communicate HR policies effectively across the institution.
  • Monitor implementation and compliance with approved policies.
Leadership and Strategic HR Management
  • Provide leadership to the Human Resources Department.
  • Represent HR in senior management meetings.
  • Support strategic workforce planning.
  • Serve as secretary to academic appointment and promotion committees.
  • Ensure HR practices comply with higher education standards and employment legislation.
  • Perform any other duties assigned by university management.

Minimum Qualifications

Applicants must possess:
  • Master's Degree in:
    • Human Resource Management
    • Organizational Psychology
    • Industrial Psychology
    • Business Administration
    • Related field

Experience Requirements

  • Minimum 5 years of relevant Human Resource experience.
  • At least 2 years in a supervisory or managerial position.
  • Experience in higher education or a similar institution is highly preferred.
  • Strong experience in payroll management and statutory compliance.
