The Uganda Retirement Benefits Regulatory Authority (URBRA) is the statutory regulator responsible for supervising, licensing, and regulating Uganda's retirement benefits sector. Established to safeguard the interests of retirement benefits scheme members and beneficiaries, URBRA promotes transparency, accountability, and sustainable growth within the retirement benefits industry.

Job Summary

The Director Human Resource and Administration will provide strategic leadership and oversight for all human resource management and administrative functions within the Authority. The successful candidate will be responsible for developing and implementing people management strategies that support URBRA's strategic objectives while ensuring compliance with employment laws, public service regulations, and best human resource management practices.
The role requires a highly experienced HR professional with strong leadership, organizational development, talent management, employee relations, and administrative management expertise to build a high-performing workforce and promote operational excellence.

Key Responsibilities

Strategic Human Resource Management
  • Develop and implement comprehensive Human Resource Management and Administration policies and strategies.
  • Align human resource initiatives with the Authority's strategic objectives.
  • Provide strategic advice to management on human resource and administrative matters.
  • Contribute to the development and implementation of the Authority's overall strategic plan.
  • Promote continuous improvement of HR policies and organizational practices.
Workforce Planning and Talent Management
  • Lead organizational manpower planning and workforce forecasting.
  • Develop and implement effective recruitment and selection strategies.
  • Design and implement talent management programmes.
  • Develop succession planning initiatives to ensure leadership continuity.
  • Establish staff retention and motivation programmes.
  • Promote employee engagement and organizational culture.
Learning and Capacity Development
  • Develop and implement staff training and capacity-building programmes.
  • Identify organizational learning needs.
  • Coordinate professional development initiatives.
  • Promote continuous learning and performance improvement.
  • Support coaching and mentoring programmes across the Authority.
Performance Management and Employee Relations
  • Develop and implement performance management systems.
  • Establish fair employee rewards and recognition programmes.
  • Implement disciplinary and sanctions policies where necessary.
  • Promote healthy employee relations through consultation and negotiation.
  • Resolve workplace conflicts and support positive industrial relations.
  • Ensure compliance with labour laws and HR regulations.
Administration and Records Management
  • Oversee administration functions across the Authority.
  • Develop secure records management systems.
  • Ensure efficient management of organizational assets and facilities.
  • Strengthen administrative policies and operational procedures.
  • Maintain effective Human Resource Information Systems (HRIS).
  • Promote efficient office operations and service delivery.
Financial and Directorate Management
  • Prepare annual work plans and departmental budgets.
  • Monitor budget implementation.
  • Ensure efficient utilization of departmental resources.
  • Supervise staff within the Human Resource and Administration Directorate.
  • Promote accountability and high-performance standards.

Minimum Qualifications

Applicants should possess:
  • Honours Bachelor's Degree in Human Resource Management, Business Administration, Industrial/Organizational Psychology, Social Sciences, Social Work and Social Administration, or a related field from a recognized university.
  • Master's Degree in any of the above disciplines from a recognized university.
  • Registered membership with the Human Resource Managers Association of Uganda (HRMAU) or another recognized Human Resource professional body.
  • Professional Human Resource qualification is an added advantage.

Work Experience

The ideal candidate should have:
  • At least 10 years of relevant professional experience.
  • Minimum 5 years served as a Human Resource and Administration Manager or in an equivalent senior leadership position within a reputable institution.
  • Demonstrated experience in strategic human resource management.
  • Strong background in organizational development and people management.
  • Experience leading large multidisciplinary teams.
  • Proven expertise in policy development and implementation.
