Job Summary

The Accountant will support the Country Office Finance Department by ensuring the accurate processing of financial transactions, supplier payments, staff advances, bank and petty cash management, financial reporting, document management, budgeting support, and compliance with organizational policies and donor requirements.
Reporting to the Country Finance Manager and the Head of Budgeting and Reporting, the successful candidate will ensure timely and accurate financial data entry, maintain strong internal controls, facilitate audits, and contribute to efficient financial management across Save the Children Uganda programmes.

Key Responsibilities

1. Bank & Petty Cash Management
  • Process financial transactions in accordance with Save the Children finance policies and procedures.
  • Maintain and reconcile petty cash balances while ensuring compliance with internal controls.
  • Record supplier payments, internal transfers, refunds, and other financial transactions accurately.
  • Prepare and submit weekly GLACOS entries for review and import into Agresso.
  • Monitor cash balances in bank accounts and mobile money wallets.
  • Coordinate payment approvals with authorized bank signatories.
2. Effort Reporting
  • Work closely with the Human Resources team to monitor timely submission of staff timesheets.
  • Assign appropriate budget codes for monthly effort reporting.
  • Process and clear temporary timesheet postings.
  • Ensure accurate allocation of staff costs across projects.
3. Accounts Payable Management
  • Initiate weekly supplier payment processing within Agresso.
  • Investigate and resolve bounced supplier payments.
  • Manage payment batches through the TM5 payment system.
  • Maintain supplier records within ProSave and Agresso.
  • Retrieve supplier payment confirmations for audits and operational requirements.
  • Coordinate with the Centre Accounts Payable team to obtain payment evidence where required.
4. Month-End Financial Reporting & Compliance
  • Prepare quarterly VAT reports in line with donor requirements.
  • Follow up on outstanding programme advances and accountability submissions.
  • Review and consolidate withholding tax and VAT schedules from field offices.
  • Reconcile balance sheet accounts on a weekly basis.
  • Generate withholding tax and VAT certificates for suppliers.
  • Support statutory tax compliance activities.
5. Shared Cost Allocation Management
  • Prepare and process journals relating to shared funding sources.
  • Ensure compliance with the Cost Allocation Methodology (CAM).
  • Advise programme staff on appropriate cost allocation procedures.
  • Review shared funding transactions and process accounting adjustments where necessary.
6. Document Management & Filing
  • Maintain an organized filing system for finance records.
  • Ensure timely scanning and uploading of documents into the Document Management System (DMS).
  • Safeguard physical and electronic financial records.
  • Ensure documents are easily retrievable during audits and reviews.
7. Internal Controls & Audit Support
  • Enforce internal controls over cash and banking operations.
  • Verify compliance with statutory, donor, and organizational financial requirements.
  • Support internal and external audits by providing required documentation.
  • Respond to audit queries related to financial transactions and payments.

Minimum Qualifications

Applicants should possess:
  • Bachelor's Degree in:
    • Commerce (BCOM)
    • Business Administration (Accounting)
    • Bachelor of Science in Accounting
    • Finance
    • Or another related discipline.

Experience Requirements

The ideal candidate should demonstrate:
  • Experience in accounting, finance, or financial management.
  • Knowledge of accounting principles and financial reporting.
  • Experience working with accounting systems such as Agresso or similar ERP platforms is an added advantage.
  • Experience in donor-funded programmes or NGOs is desirable.
  • Strong understanding of financial compliance and internal controls.
