Job Summary

WHH Uganda is seeking a qualified WASH Engineer to support the design, implementation, supervision, and maintenance of water supply, sanitation, drainage, and hygiene infrastructure in Katakwi District.
The successful candidate will provide technical leadership throughout the project lifecycle, including infrastructure assessments, engineering design, construction supervision, contractor management, quality assurance, capacity building, and coordination with government and humanitarian partners.
This position is ideal for experienced engineers passionate about delivering sustainable WASH solutions in humanitarian and development settings.

Key Responsibilities

Technical Assessment and Design
The successful candidate will:
  • Conduct technical assessments of water supply, sanitation, drainage, and hygiene infrastructure.
  • Identify suitable water sources while ensuring adequate water quality and quantity.
  • Prepare engineering designs, technical drawings, specifications, and Bills of Quantities (BoQs).
  • Ensure designs comply with national regulations and humanitarian engineering standards.
  • Conduct feasibility studies and provide technical input during project planning and implementation.
Implementation and Construction Supervision
The WASH Engineer will:
  • Supervise construction and rehabilitation of water systems, sanitation facilities, drainage structures, and waste management infrastructure.
  • Oversee contractors and service providers to ensure quality workmanship and timely project completion.
  • Monitor compliance with occupational health, safety, environmental, and engineering standards.
  • Conduct regular site inspections and quality assurance checks.
Operations, Maintenance and Capacity Building
The successful candidate will:
  • Develop operation and maintenance systems for WASH infrastructure.
  • Train project staff, community caretakers, Water User Committees, and local stakeholders.
  • Strengthen local capacity for infrastructure management and sustainability.
  • Support water quality monitoring and routine maintenance activities.
Procurement and Contract Management
Responsibilities include:
  • Preparing technical specifications and tender documentation.
  • Developing engineering cost estimates and Bills of Quantities.
  • Participating in procurement evaluations and contractor selection.
  • Monitoring contractor performance and certifying completed works.
Coordination, Monitoring and Reporting
The WASH Engineer will:
  • Coordinate with government ministries, district authorities, utilities, contractors, and humanitarian partners.
  • Participate in WASH coordination meetings and technical working groups.
  • Conduct monitoring visits to project sites.
  • Prepare technical reports, project documentation, and donor reports.
  • Maintain accurate engineering records and project files.
Additional Responsibilities
The successful candidate will also:
  • Provide technical support to WASH programme teams.
  • Ensure compliance with organizational quality standards.
  • Support inventory management of WASH equipment and relief supplies.
  • Document procurement and engineering processes.
  • Perform other duties assigned by management to support programme implementation.

Required Qualifications

Applicants should possess:
  • Bachelor's Degree in Civil Engineering, Water Engineering, Environmental Engineering, or a related engineering discipline.
  • Postgraduate qualification in WASH, Water Resources Management, or Public Health Engineering is an added advantage.
  • Minimum 3 years of practical experience in water supply, sanitation, public health engineering, or related infrastructure projects.
  • 3–5 years of WASH programme experience, including systems strengthening or institutional capacity development.
  • Proven experience supervising engineering projects and contractors in field environments.

Technical Skills

Successful candidates should demonstrate:
  • Strong knowledge of water supply systems and sanitation technologies.
  • Experience designing WASH infrastructure.
  • Ability to prepare engineering drawings, Bills of Quantities (BoQs), and technical specifications.
  • Knowledge of drainage systems and water quality monitoring.
  • Experience with operation and maintenance planning.
  • Proficiency in AutoCAD.
  • Knowledge of EPANET, QGIS, mWater, or similar engineering software is an added advantage.
