  • Rhino Refugee Settlement
  • Imvepi Refugee Settlement
  • Bidibidi Refugee Settlement
  • Host communities in Terego, Madi-Okollo, and Yumbe districts
BRAC is seeking a qualified Technical Specialist – Special Needs Education and Disabilities (SEND) to provide technical leadership in disability inclusion and inclusive early childhood development programming.

Job Summary

The Technical Specialist – SEND will lead the integration of Special Educational Needs and Disabilities (SEND) approaches within the SPLASH Project and other Early Childhood Development (ECD) programmes.
The role will provide strategic and technical guidance to ensure disability inclusion is embedded throughout programme design, implementation, monitoring, and organisational practices.
The successful candidate will develop SEND guidelines, strengthen inclusive education approaches, build staff capacity, support disability identification systems, and promote safe and inclusive learning environments for children with disabilities.

Key Responsibilities

1. SEND Strategy Development and Programme Integration
  • Lead the development of comprehensive SEND inclusion guidelines.
  • Ensure inclusive Early Childhood Development (ECD) programming incorporates disability inclusion principles.
  • Integrate gender-transformative approaches across SEND interventions.
  • Support programme teams to apply inclusive education practices.
2. Disability Identification and Assessment
  • Support development and implementation of disability identification tools.
  • Strengthen early detection systems for:
    • Developmental delays.
    • Physical impairments.
    • Learning difficulties.
    • Other disabilities.
  • Guide teams in identifying children requiring additional support.
  • Support assessment of assistive device needs and reasonable accommodations.
3. Capacity Building and Training
  • Design and deliver Training of Trainers (ToT) programmes on SEND inclusion.
  • Train staff, Play Leaders, and Village Health Teams (VHTs) on:
    • Disability inclusion concepts.
    • Accessibility.
    • Reasonable accommodation.
    • Early disability identification.
    • SEND implementation guidelines.
  • Build capacity of frontline workers to support children with disabilities.
4. Child Functioning Assessments
  • Facilitate training and application of Child Functioning Modules for:
    • Children aged 0–3 years.
    • Children aged 5–17 years.
  • Support teams in collecting and using child functioning information.
  • Promote evidence-based interventions for children with additional needs.
5. Field Technical Support and Quality Assurance
  • Conduct regular field visits to:
    • Early Childhood Development Centres.
    • Humanitarian Play Labs.
    • Household settings.
  • Provide hands-on technical support to:
    • Project Assistants (PAs).
    • VHTs.
    • Play Leaders.
  • Ensure effective implementation of SEND inclusion practices.
Travel Requirement: Approximately 40% field travel.
6. Advocacy and Policy Support
  • Advocate for inclusive ECD policies and programming.
  • Support integration of SEND priorities into budgets and strategic plans.
  • Engage stakeholders at local and national levels.
  • Promote sustainable disability-inclusive education systems.
7. Documentation and Reporting
  • Document programme evidence including:
    • Case studies.
    • Success stories.
    • Lessons learned.
    • Best practices.
  • Contribute to quarterly and annual SEND programme reports.
  • Support data-driven decision-making.

Safeguarding Responsibilities

The Technical Specialist will:
  • Promote a safe environment for children, staff, and communities.
  • Support implementation of safeguarding policies.
  • Prevent harm, abuse, exploitation, and neglect.
  • Provide guidance on safeguarding standards.
  • Ensure safeguarding principles are integrated into programme activities.

Required Qualifications

Applicants should possess:

Required Experience

Candidates should have:
  • 5–6 years of experience in the development sector.
  • Minimum 5 years of experience implementing:
    • Special Needs Education (SEND).
    • Disability inclusion programmes.
    • Early Childhood Development (ECD).
    • Humanitarian education interventions.
  • Proven experience working in Uganda and humanitarian contexts.
  • Experience designing inclusive education frameworks and training programmes.
