Mercy Corps Uganda is seeking a qualified and experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to support the implementation of the Promoting Resilience, Opportunities, Professional Employment and Learning (PROPEL) Program.

About the PROPEL Program

The PROPEL Program is a multi-country youth employment and market systems development initiative implemented across Uganda, Senegal, Liberia, and Tanzania.
The program addresses youth unemployment and underemployment through a market-driven and private sector-led approach, focusing especially on young people who are not in employment, education, or training (NEET).
PROPEL works to strengthen employment pathways by supporting:
  • Youth skills development.
  • Job placement opportunities.
  • Enterprise development.
  • Private sector partnerships.
  • Sustainable market systems.
The program is implemented by Mercy Corps in partnership with Junior Achievement Africa.

Job Summary

The MEAL Officer will lead the implementation of monitoring, evaluation, accountability, and learning systems for the PROPEL Program in Uganda.
The position will ensure that program performance, youth employment outcomes, market system changes, and stakeholder engagement are effectively measured, analysed, and used for evidence-based decision-making.
The MEAL Officer will support data collection, quality assurance, reporting, learning activities, accountability mechanisms, and adaptive program management.
The role reports to the Program Manager – Market Systems for Employment (MS4E).

Key Responsibilities

MEAL Systems Implementation
The MEAL Officer will establish and maintain effective monitoring and evaluation systems to support program accountability and performance.
Responsibilities include:
  • Lead implementation of MEAL frameworks, tools, and processes.
  • Ensure accurate and timely collection of program data.
  • Maintain program databases and ensure data integrity.
  • Support teams in applying standardized data collection tools.
  • Ensure compliance with Mercy Corps and donor MEAL requirements.
Performance Monitoring and Reporting
The officer will support tracking of program results and preparation of quality reports.
Key duties include:
  • Monitor program indicators including youth participation, employment outcomes, and private sector engagement.
  • Track progress against program targets.
  • Identify performance gaps and provide recommendations.
  • Support preparation of weekly, monthly, quarterly, and donor reports.
  • Develop dashboards and performance summaries.
Systems Change and Private Sector Tracking
The MEAL Officer will contribute to measuring changes within employment markets and private sector engagement.
Responsibilities include:
  • Track changes in private sector hiring practices and investment.
  • Monitor effectiveness of apprenticeships, internships, and enterprise support models.
  • Identify changes within labour markets and employment ecosystems.
  • Support development of market systems development indicators.
Youth Outcomes and NEET Analysis
The role will monitor youth participation and employment outcomes.
Responsibilities include:
  • Track youth progression through employment pathways.
  • Analyse outcomes among different youth groups, especially NEET populations.
  • Monitor inclusion indicators such as gender and vulnerability.
  • Identify barriers and success factors affecting youth employment.
  • Support improvement of youth segmentation approaches.
Learning and Adaptive Management
The MEAL Officer will promote evidence-based learning and continuous improvement.
Duties include:
  • Facilitate learning sessions with program teams.
  • Support use of findings from Political Economy Analysis (PEA).
  • Document lessons learned, success stories, and best practices.
  • Provide analytical support for decision-making.
  • Share knowledge across program teams.
Accountability and Feedback Mechanisms
The officer will strengthen accountability to program participants and stakeholders.
Responsibilities include:
  • Establish and manage feedback and complaints mechanisms.
  • Collect and analyse participant feedback.
  • Promote transparency in program implementation.
  • Support community engagement processes.
Data Management and Field Support
The MEAL Officer will strengthen data systems and support field teams.
Responsibilities include:
  • Train Program Officers and partners on MEAL tools.
  • Conduct data verification and quality checks.
  • Support digital data collection systems.
  • Ensure proper storage and documentation of program data.
Safeguarding Responsibilities
The MEAL Officer will ensure ethical data collection and participant protection by:
  • Maintaining confidentiality of participant information.
  • Promoting safe engagement practices.
  • Identifying and reporting safeguarding concerns.
  • Following Mercy Corps safeguarding policies and code of conduct.

Required Qualifications and Experience

Applicants should have:
  • Bachelor’s degree in Statistics, Economics, Development Studies, or a related field.
  • Minimum 3–5 years of experience in Monitoring, Evaluation, Accountability and Learning within development programs.
  • Experience designing and implementing MEAL systems and tools.
  • Strong data analysis skills using Excel or other data management tools.
  • Understanding of Market Systems Development (MSD) and results measurement approaches.
  • Experience tracking youth employment, livelihoods, or community development outcomes.
  • Strong attention to detail and commitment to data quality.

Travel Requirements

The position is based in Kampala but requires up to 90% travel to support field implementation.
Travel may involve locations with limited facilities and challenging operating environments.

Salary Expectations

Mercy Corps has indicated a salary level of:
UGX 2,236,410 per month
