Contract Duration: 12 Months

GOAL Uganda is a humanitarian and development organization that has been operating in Uganda since 1979, supporting vulnerable communities through sustainable and community-driven programmes.
GOAL Uganda currently operates across different regions of the country, with established offices in Kampala, Jinja, Lira, Mbale, Kabarole, Hoima, and Agago Districts.
The organization implements integrated, systems-based programmes across key sectors including:
  • Agriculture and Livelihoods
  • Food Security
  • Health and Nutrition
  • Water, Sanitation and Hygiene (WASH)
  • Resilience and Systems Strengthening
With an annual funding portfolio of approximately EUR 15 million, supported by institutional donors including the Mastercard Foundation and the Dutch Embassy in Kampala, GOAL Uganda employs more than 100 staff members dedicated to creating sustainable community impact.

Job Summary

GOAL Uganda is seeking an experienced and strategic Team Leader – Bridge Project to provide overall leadership and management of a new agricultural resilience programme designed to strengthen the prosperity and resilience of 210,000 smallholder farmer households and farmer organizations across Uganda’s highland regions.
The programme will focus on promoting:
  • Climate-smart agricultural practices
  • Sustainable farming systems
  • Inclusive market opportunities
  • Sustainable land use practices
  • Farmer organization strengthening
  • Resilience against economic and climate-related challenges
The Team Leader will ensure continuity of services, protect previous programme investments, capture learning, support adaptive management, and position the programme for future expansion.
Important Note: This is a new project currently undergoing a co-creation process with the donor and partners. The final appointment is subject to donor approval, with implementation expected to begin around September/October 2026.

Key Responsibilities and Duties

1. Strategic and Technical Leadership
  • Provide strategic direction and technical leadership for successful programme implementation.
  • Ensure high-quality delivery across all programme components and partner organizations.
  • Drive learning, evidence generation, innovation, and opportunities for programme expansion.
  • Promote climate-resilient agriculture and sustainable development approaches.
2. Programme Management
  • Lead programme planning, implementation, monitoring, and reporting activities.
  • Ensure achievement of programme objectives, targets, and donor commitments.
  • Oversee programme budgets, grants management, compliance, and financial accountability.
  • Monitor programme performance and implement improvements through adaptive management.
  • Ensure accountability to participating communities and stakeholders.
3. Partnership Management
  • Develop and maintain strong partnerships with implementing organizations, government institutions, and strategic stakeholders.
  • Coordinate joint planning and programme activities with partners.
  • Monitor partner performance and provide support for effective delivery.
  • Strengthen community engagement, feedback systems, and stakeholder relationships.
4. Team and People Leadership
  • Provide leadership, supervision, and mentorship to programme staff and partners.
  • Manage performance, capacity building, and professional development initiatives.
  • Promote teamwork, collaboration, learning, and innovation.
  • Ensure effective staffing structures to support programme success.
5. Representation and Stakeholder Engagement
  • Represent the programme with donors, government authorities, partners, and key stakeholders.
  • Participate in governance meetings and strategic discussions.
  • Build strong relationships that support programme sustainability and impact.

Qualifications and Requirements

Essential Requirements
Applicants should have:
  • Minimum 10 years of professional experience in agriculture, food security, livelihoods, or related sectors.
  • At least 10 years of senior management experience leading complex development programmes.
  • Experience managing large-scale programmes involving multiple partners and stakeholders.
  • Demonstrated experience managing consortium-led grants.
  • Proven experience working with government agencies, implementing partners, and development organizations.
  • Strong background in smallholder farmer development, farmer organizations, and agricultural systems.
  • Experience delivering programmes in Uganda, East Africa, or similar contexts.
  • Experience leading diverse teams and achieving programme results.
  • Willingness to travel regularly to field locations in Uganda and GOAL headquarters in Dublin when required.

Desirable Skills and Experience

Candidates with the following will have an added advantage:
  • Technical expertise in climate-smart agriculture and sustainable farming systems.
  • Experience in market systems development (MSD) and value chain programming.
  • Knowledge of sustainable land management practices.
  • Experience managing programmes funded by international donors, including embassy-funded projects.
  • Strong financial management and budgeting skills.
  • Experience working in Uganda or East Africa.
