Job Purpose
True North Uganda is seeking a Tax & Compliance Accountant to support the effective management of tax and statutory compliance activities. The successful candidate will ensure compliance with applicable Uganda Revenue Authority (URA) requirements relating to the deduction, reporting and remittance of direct and indirect taxes.
The role involves preparation and review of statutory tax returns, tax accounting and reporting, tax advisory support, audit coordination, tax authority engagements, transfer pricing documentation, tax cases, EFRIS compliance and maintenance of appropriate tax records.
The successful candidate will also support internal stakeholders and external partners in resolving tax-related matters and ensuring that tax obligations are addressed accurately and within statutory deadlines.
Key Responsibilities
1. Direct & Indirect Tax Process Management
The Tax & Compliance Accountant will:
- Prepare VAT returns for statutory compliance.
- Prepare Withholding Tax (WHT) returns.
- Prepare Excise Duty returns.
- Review PAYE tax returns, where applicable.
- Attend to and provide explanations regarding issues raised by tax authorities during tax audits.
- Attend and coordinate post-audit reconciliation meetings with tax authorities.
- Issue WHT certificates to vendors.
- Build and maintain appropriate documentation and records for tax purposes.
- Coordinate with external partners where required to support tax compliance processes.
2. Direct & Indirect Tax Advisory
- Provide tax advice aimed at minimizing tax exposure while maintaining compliance with applicable laws and regulations.
- Prepare responses to tax audit queries.
- Attend to internal and external auditors' tax-related queries and information requests.
- Review payments to local suppliers to ensure that tax invoices are appropriate for tax purposes.
- Verify applicable withholding tax requirements on supplier and other payments.
- Provide tax guidance to internal stakeholders when required.
3. Tax Reporting and Accounting
- Reconcile tax accounts to the General Ledger at the end of each month.
- Raise and post journal vouchers (JVs) to clear reconciling items in tax accounts.
- Prepare tax status reports and other reports requested by the Group.
- Prepare monthly tax reports.
- Respond to Group queries concerning direct and indirect tax matters.
- Prepare documentation required for quarterly and annual statutory audits.
- Attend to tax-related queries raised by external auditors.
4. Stakeholder Relationship Management
- Maintain professional and supportive relationships with tax authorities.
- Maintain effective working relationships with clearing agents and suppliers.
- Maintain a strong relationship with tax consultants.
- Coordinate with internal teams, external advisers and regulatory stakeholders to resolve tax matters efficiently.
5. Controls and Compliance
- Liaise with tax authorities and tax consultants to facilitate the processing of tax claims.
- Review VAT claim documentation, including claims relating to bad debts.
- Review periodic tax dashboards showing the status of outstanding tax matters.
- Take appropriate action to resolve pending tax issues.
- Ensure all information required by ACE teams is submitted accurately and on time.
- Review accruals and ageing analyses.
- Highlight actionable items to relevant teams for the cleanup of old provisions.
- Monitor compliance with tax policies, procedures and statutory requirements.
6. Audit Management and Closure
- Ensure that issues raised during quarterly, annual and internal audits are addressed and closed within agreed timelines.
- Follow up on outstanding audit recommendations and tax-related matters.
- Coordinate with relevant departments to provide supporting documentation and explanations.
- Maintain proper records of audit issues and closure actions.
7. Transfer Pricing
- Follow up with relevant teams, including Finance/Reporting, HR and Marketing, to gather information required for transfer pricing documentation.
- Support the preparation and maintenance of transfer pricing documentation.
- Address issues identified by the transfer pricing documentation review team.
- Ensure up-to-date annual transfer pricing documentation is maintained.
8. Internal Control Framework Reporting (ICOFR)
- Prepare relevant tax-related artefacts for review and signing by the Tax Manager, Financial Controller (FC) and Finance Director (FD).
- Submit required documentation into the ICOFR tool.
- Follow up on reviews and required signatures.
- Upload approved artefacts and coordinate with the Head Office team for review and closure.
- Ensure required internal control documentation is complete and submitted within deadlines.
9. Tax Cases
- Prepare and update the monthly Tax Cases Register.
- Coordinate signing of relevant FD certifications by the Tax Manager and Finance Director.
- Maintain an updated register of ongoing tax-related court cases.
- Ensure appropriate accounting treatment for tax cases.
- Record provisions where necessary.
- Attend relevant court case hearings where required.
- Monitor the progress and outcomes of tax cases.
- Provide timely updates to the team and Head Office regarding tax case developments.
Additional Responsibilities
The successful candidate may also be required to support the following activities:
Motor Vehicle and Motorcycle Transfers
- Assist with motor vehicle and motorcycle transfers for staff and non-staff who have acquired vehicles or motorcycles through auctions or promotions.
- Process relevant transactions through the Uganda Revenue Authority (URA) system.
Tax Clearance Certificates (TCCs)
- Support different departments in obtaining Tax Clearance Certificates (TCCs) from URA.
- Support Enterprise and Marketing teams requiring TCCs when bidding for business.
- Support Legal teams with TCC requirements related to work permits for foreign employees.
Tax Residency Certificate
- Apply for and follow up on the annual Tax Residency Certificate.
- Support confirmation of the company's tax residency in Uganda.
- Assist in avoiding double taxation.
- Support timely payments to international partners where tax residency documentation is required.
EFRIS and Electronic Invoicing
- Support invoicing teams in processing required URA electronic and EFRIS invoices.
- Support monthly bill runs and invoicing activities.
- Assist teams with EFRIS-related matters, including credit notes and invoice issuance.
- Coordinate system-to-system EFRIS integration between company systems and the URA EFRIS platform.
- Provide support in resolving EFRIS compliance and invoicing issues.
URA Correspondence and Tax Portals
- Review URA emails, correspondence and online portals regularly.
- Ensure required actions arising from URA communications are completed promptly.
- Monitor and communicate third-party agency notices.
- Address tax demands and related URA matters.
- Confirm statutory return filing and tax payment status.
- Ensure timely communication of tax-related developments to relevant stakeholders.
Head Office Support
- Respond to Head Office queries regarding tax accounting.
- Provide updates on local tax matters and operating-company tax issues.
- Communicate relevant tax developments and regulatory changes to the appropriate stakeholders.
Education and Professional Qualifications
Minimum Requirements
Applicants must have:
- A Bachelor's degree in Commerce, Business, Law or a related field.
- A professional accounting qualification such as CPA, ACCA, CIMA or CFA, or be at an advanced/final stage of the qualification.
Experience Requirements
The successful candidate must:
- Have previous experience working in a Tax Accounting environment.
- Demonstrate practical tax experience.
- Be familiar with the preparation and submission of statutory tax returns.
- Have at least three (3) years of commercial experience in tax accounting and tax advisory.
- Have experience dealing with tax authorities and tax compliance matters.
- Have practical understanding of VAT, WHT, PAYE, Excise Duty and other applicable tax obligations.
- Experience with EFRIS, URA systems, tax audits, tax advisory, tax reporting and transfer pricing will be highly relevant.
