MTN Uganda is seeking a highly experienced and technically skilled professional to join its team as a Senior Consultant – IN VAS Operations. The successful candidate will oversee the operations, performance, and continuous improvement of Intelligent Network (IN) and Value-Added Services (VAS) platforms that support critical customer services.
Job Summary
The Senior Consultant – IN VAS Operations will be responsible for managing and supporting MTN Uganda’s IN & VAS platforms, ensuring high availability, reliability, and performance of critical telecom systems.
The role involves overseeing platforms such as IN/Charging Systems, Ericsson CIS, USSD/SMS VAS Cloud, Device Management, and CRBT, while driving service improvement programmes, vendor management, operational excellence, and team performance.
The ideal candidate should have strong telecommunications operations experience, technical expertise in IN/VAS environments, leadership capability, and experience managing application operations teams.
Key Duties and Responsibilities
IN & VAS Platform Operations Management
  • Oversee operations of Class-A IN & VAS platforms including:
    • IN/Charging Systems
    • Ericsson CIS
    • USSD and SMS Messaging Platforms
    • Device Management Systems
    • CRBT (Caller Ring Back Tone)
  • Ensure continuous availability, reliability, and performance of critical telecom platforms.
  • Monitor system performance and resolve operational issues affecting customer services.
  • Ensure customer complaints related to IN/VAS platforms are resolved within agreed timelines.
  • Drive continuous service improvement initiatives across IN/VAS platforms.
System Performance & Service Improvement
  • Monitor and manage IN/VAS operational KPIs.
  • Ensure platforms meet MTN business requirements for:
    • Availability
    • Reliability
    • Performance
    • Customer experience
  • Implement proactive monitoring tools and processes.
  • Analyse system performance trends and recommend improvements.
  • Ensure revenue-impacting platforms are continuously monitored.
Network Resilience & Risk Management
  • Ensure IN/VAS core network resilience and redundancy mechanisms operate according to design.
  • Conduct regular testing of disaster recovery and failover processes.
  • Identify operational risks and implement mitigation measures.
  • Support system upgrades and technology improvements.
Vendor Management
  • Manage relationships with IN/VAS technology vendors.
  • Ensure effective vendor support and service delivery.
  • Monitor managed service operations and vendor performance.
  • Follow up on technical issues and ensure timely resolution.
  • Maintain strong collaboration with internal and external technical teams.
Team Leadership & Development
  • Lead and manage the IN/VAS operations team.
  • Provide guidance and technical support to application operations engineers.
  • Develop team capabilities through coaching and knowledge sharing.
  • Coordinate 24/7 operational support activities.
  • Manage both MTN staff and vendor-managed support teams.
Minimum Qualifications
Applicants should possess:
  • Bachelor’s Degree preferably in:
    • Electrical Engineering
    • Telecommunications Engineering
    • Computer Science
    • Information Technology
    • Related technical discipline
  • Master’s Degree in a relevant field is an added advantage.
Experience Requirements
Candidates should have:
  • Minimum 7 years’ experience in telecommunications, application operations, or related technology environments.
  • Experience managing application operations teams.
  • Experience working with IN/VAS platforms within medium or large telecom organisations.
  • Strong vendor management experience.
  • Experience with:
    • UNIX shell scripting/programming
    • Database administration
    • Telecom application support
    • System monitoring and performance management
