Digitalisation Advisor – ENSER Job Opportunity at GIZ Uganda (Kampala) – 2026

GIZ Uganda is inviting applications from qualified and experienced professionals for the position of Digitalisation Advisor – Energy and Self-Reliance (ENSER) Programme. This opportunity is ideal for candidates with expertise in digital transformation, ICT systems, digital literacy, data management, technology adoption, ICT infrastructure, renewable energy solutions, and development programmes.
The successful candidate will support the implementation of digital solutions that promote energy access, economic inclusion, digital skills development, and self-reliance among refugee and host communities in Uganda’s West Nile region.

About GIZ Uganda and the ENSER Programme

The Energy and Self-Reliance (ENSER) Programme is implemented by GIZ Uganda in partnership with humanitarian and development actors, including the World Food Programme (WFP). The programme is jointly financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ).
ENSER aims to support the transition of refugee and host communities from humanitarian dependence to sustainable, market-based self-reliance by improving:

Job Summary – Digitalisation Advisor

The Digitalisation Advisor will lead the design, implementation, and adoption of digital solutions within the ENSER Programme.
The role will support Business Service Centres (BSCs), MSMEs, local government institutions, refugee communities, and private sector partners in adopting digital technologies that improve business performance, energy access, data management, and economic opportunities.
The successful candidate will combine ICT expertise, project coordination skills, digital training experience, and community engagement abilities to deliver impactful digital transformation initiatives.

Key Responsibilities

1. Digital Solutions Design and Implementation
The Digitalisation Advisor will:
  • Lead ICT solution design by identifying user requirements and matching them with appropriate infrastructure.
  • Conduct ICT needs assessments for Business Service Centres and ICT learning hubs.
  • Coordinate the design and implementation of ICT learning hubs in refugee and host communities.
  • Support deployment of digital enterprise solutions linked to energy access and productive energy use.
  • Assist MSMEs and local businesses in adopting digital tools for:
    • Customer management.
    • Financing solutions.
    • Remote monitoring.
    • Data-driven decision-making.
  • Design innovative digital-PuE solutions combining:
    • Clean energy access.
    • Connectivity.
    • Digital business tools.
  • Support community radio stations in using digital tools to promote energy awareness.

2. ICT Infrastructure Support and Digital Training

Responsibilities include:
  • Provide technical support during installation of ICT equipment.
  • Train Business Service Centre users on ICT equipment operation and maintenance.
  • Troubleshoot ICT equipment challenges.
  • Support ICT equipment replacement and rehabilitation.
  • Promote digital solutions within rural communities.
  • Support digital adoption among MSMEs and community enterprises.

3. Digital Literacy and Capacity Building

The role will:
  • Develop and deliver digital literacy training programmes.
  • Create Digital Masterclasses covering:
    • E-commerce.
    • Mobile money.
    • Digital business tools.
    • Productive energy use technologies.
  • Establish community-based peer trainer networks (“Digital Champions”).
  • Train MSMEs in ICT skills.
  • Support digitalisation of Vocational Training Institutes (VTIs).
  • Develop standardized digital tools for energy data collection and analysis.

4. Data Management and Digital Information Systems

The Digitalisation Advisor will:
  • Support district governments in developing sustainable energy data collection systems.
  • Design digital workflows for collecting and processing market data.
  • Develop systems for sharing localized information on:
    • Energy demand.
    • Infrastructure.
    • Business opportunities.
    • Productive energy use opportunities.
  • Support evidence-based decision-making by financial institutions and private sector partners.

5. Policy Dialogue and Stakeholder Engagement

Responsibilities include:
  • Integrate digital tools into policy dialogues and stakeholder meetings.
  • Capture feedback from refugees and host communities through digital platforms.
  • Support digital communication and information dissemination.
  • Collaborate with government institutions, private sector actors, NGOs, and community organizations.

6. Knowledge Management and Reporting

The Digitalisation Advisor will:
  • Prepare technical briefs, reports, presentations, and meeting documentation.
  • Document lessons learned from digital interventions.
  • Maintain digital databases and knowledge management systems.
  • Support field missions, workshops, and stakeholder engagements.
  • Provide administrative and logistical support when required.

Qualifications and Experience

Applicants should possess:
Education
  • A Bachelor’s Degree in STEM (Science, Technology, Engineering, and Mathematics) or a related field.
Additional certification in:
  • Project Management Professional (PMI).
  • Similar project management certification.

Professional Experience
Candidates should have:
  • Minimum five (5) years of professional experience implementing digital transformation projects.
  • Experience designing and delivering digital literacy programmes for low-literacy communities.
  • Experience using local languages or peer-trainer models for digital training.
  • Experience deploying digital enterprise tools such as:
    • PAYGO platforms.
    • Mobile money solutions.
    • E-commerce applications.
    • Remote asset monitoring systems.
  • Experience in data architecture or data collection frameworks.
  • Experience supporting rural infrastructure, energy access, or market assessment projects.
  • Knowledge of Uganda’s:
    • Data protection regulations.
    • Privacy frameworks.

    • IT security requirements.
  • Experience working in development cooperation or international development programmes is an advantage.
  • Experience working in rural Northern Uganda is highly desirable.
