Job Description – Project Modification Engineer (UG) | EACOP | Uganda
The East African Crude Oil Pipeline (EACOP) is seeking a highly skilled Project Modification Engineer (UG) to support engineering modifications, project execution, and management of change activities during the operational phase of the pipeline project.
The role is based within a back-office engineering structure (Tanga) but involves frequent travel to remote operational sites in Uganda and Tanzania to coordinate project preparation, execution, commissioning, and handover.
Key Responsibilities
Project Coordination & Management of Change
- Manage end-to-end Management of Change (MoC) workflows for project modifications
- Serve as the focal point for technical study requests and master data updates
- Coordinate initiation, planning, execution, and closure of engineering modification projects
- Ensure all project changes are properly reviewed, approved, and documented
Engineering & Project Execution
- Coordinate engineering design, installation, commissioning, and modification works
- Prepare detailed scope of work for approved projects and modifications
- Review engineering deliverables and ensure compliance with technical standards
- Support design verification and project sign-off processes
Planning, Scheduling & Budget Control
- Develop and manage project schedules to ensure timely delivery
- Monitor project budgets and ensure cost control throughout execution
- Review cost estimates and contractor/vendor proposals
- Assist in preparation of annual project budgets
Risk, Quality & Compliance Management
- Identify project risks and implement corrective actions
- Ensure compliance with engineering codes, safety standards, and regulatory requirements
- Conduct quality control checks across all project phases
- Participate in HAZOP studies and risk assessments
Contractor & Stakeholder Management
- Prepare Terms of Reference (TORs) and Bills of Quantities (BOQs) for procurement
- Manage engineering service contractors and external consultants
- Liaise with internal departments, suppliers, and stakeholders
- Ensure effective communication across multidisciplinary teams
Documentation & Reporting
- Maintain project documentation, engineering records, and change logs
- Develop project reports and progress updates for management
- Implement document control systems and drafting standards
- Support updates to technical master data, drawings, and CMMS systems
Health, Safety & Environmental Compliance
- Ensure all project activities comply with HSE policies and procedures
- Promote safe work practices during project execution
- Support HSE performance objectives across all project phases
Requirements
Education
- Bachelor’s degree (BSc) in Engineering (Mechanical, Electrical, Instrumentation & Control, Chemical, Civil, or related field)
- Master’s Degree in Engineering Management (advantageous)
- Professional Engineer (P.Eng.) registration with ERB (Tanzania)
- PMP certification is highly desirable
Experience
- Minimum 5 years of experience in Oil & Gas or major project engineering
- Strong experience in Management of Change (MoC) processes
- Experience in project engineering, modification works, or live plant environments
- Knowledge of mechanical, piping, E&I, and structural installations
Skills
- Strong project management and coordination skills
- Proficiency in MS Office, MS Project, and project management tools
- Strong analytical and problem-solving abilities
- Excellent communication and reporting skills
- Ability to manage multidisciplinary projects
Work Conditions
- Back-office engineering support role with frequent travel to remote EACOP sites
