Job Summary
YSAT Uganda is seeking a Project Finance Officer to support the financial management of the Kiryandongo PlayMatters implementation.
The successful candidate will be responsible for maintaining accurate financial records, processing project expenditures, monitoring budgets, managing field-office cash and bank transactions, preparing financial reports, and ensuring compliance with donor and statutory requirements.
This position is suited to an experienced finance professional with NGO accounting experience, particularly in multi-partner consortium projects, donor-funded programmes, and field-office financial management.
Key Responsibilities
1. Financial Records and Accounting
- Maintain accurate records of all cash and bank transactions.
- Record project transactions using QuickBooks.
- Ensure expenses are correctly allocated to the appropriate donor codes.
- Maintain organized and complete financial documentation.
- Ensure financial records are accurate, timely, and audit-ready.
2. Budget Monitoring and Analysis
- Conduct monthly Budget Versus Actual (BVA) analysis with the Project Team Leader.
- Monitor project expenditure against approved budgets.
- Identify significant budget variances and potential overspending.
- Work with project teams to investigate and address financial variances.
- Monitor project burn rates and provide timely financial information for decision-making.
3. Financial Claims and Payment Processing
- Review financial claims before processing payments.
- Verify invoices and purchase orders.
- Review per-diem sheets and supporting documentation.
- Ensure transactions have complete and appropriate supporting documents.
- Confirm compliance with financial procedures before authorizing payouts.
4. Field Office Cash and Banking
- Manage the Kiryandongo field-office bank accounts.
- Manage and reconcile petty cash.
- Maintain proper records of cash transactions.
- Monitor available cash balances.
- Prepare and submit timely cash forecast requests to headquarters.
- Ensure cash is managed securely and in accordance with organizational policies.
5. Donor and Statutory Compliance
- Ensure financial transactions comply with YSAT financial policies.
- Apply relevant War Child Alliance donor regulations.
- Ensure compliance with Ugandan statutory tax requirements.
- Support accurate processing of Withholding Tax (WHT).
- Ensure compliance with PAYE requirements.
- Maintain documentation required for internal and external audits.
6. Financial Reporting
- Prepare accurate and timely monthly financial reports.
- Provide project teams with financial information for planning and decision-making.
- Support donor financial reporting requirements.
- Maintain clear financial documentation for project expenditures.
- Support financial audits and respond to requests for supporting documentation.
Qualifications and Requirements
Applicants should have:
- A Bachelor’s Degree in:
- Commerce (Accounting)
- Business Administration
- Finance
- Accounting
- Or a related discipline.
- CPA or ACCA Level II progress is highly desirable.
- At least 3–4 years of accounting and finance experience.
- Experience working within an NGO environment.
- Experience managing multi-partner consortium budgets.
- Strong knowledge of accounting principles and financial controls.
- Excellent proficiency in accounting software and Microsoft Excel.
- Experience with donor-funded project financial management is highly desirable.
- Experience working with refugee-led organizations and consortium partners is an advantage.
