About ADRA Uganda

ADRA Uganda is implementing the Strengthening Community-Based Climate Adaptation in Uganda and South Sudan (STRENGTH) project, funded by the Ministry of Foreign Affairs of Denmark (DANIDA). The project is delivered through a consortium led by ADRA Denmark in partnership with Welthungerhilfe (WHH), Reproductive Health Uganda (RHU), and the Danish Family Planning Association.
The initiative seeks to strengthen climate resilience, improve disaster preparedness, promote climate-smart livelihoods, enhance natural resource management, and empower communities across the Acholi and Karamoja sub-regions.
As part of the project, ADRA Uganda is seeking an experienced consultant to document indigenous and local knowledge systems that support anticipatory action, climate adaptation, disaster risk reduction, and early warning systems.

Consultancy Summary

The consultant will conduct a comprehensive mapping, documentation, and analysis of indigenous and local knowledge systems that communities use to predict climate events, prepare for disasters, and strengthen resilience.
The assignment will generate evidence to support the development of District Climate Action Plans (DCAPs) and Local Government Contingency Plans while promoting the integration of community knowledge into formal climate adaptation and disaster preparedness planning.
This consultancy is ideal for professionals with expertise in climate change adaptation, environmental management, disaster risk reduction, participatory research, anthropology, development studies, and community-based research.

Key Objectives

The successful consultant will:
1. Document Indigenous Knowledge Systems
  • Identify and map local climate knowledge systems.
  • Document traditional early warning indicators.
  • Capture indigenous practices supporting anticipatory action.
  • Record community adaptation strategies.
2. Assess Climate Planning Relevance
  • Analyse the effectiveness of indigenous knowledge.
  • Evaluate its role in climate adaptation.
  • Assess suitability for contingency planning.
  • Recommend practical applications for local governments.
3. Strengthen Integration with Formal Systems
  • Assess existing early warning systems.
  • Identify gaps between indigenous and scientific knowledge.
  • Recommend integration approaches.
  • Support evidence-based climate planning.
4. Promote Gender and Social Inclusion
  • Document women's climate knowledge.
  • Capture youth participation.
  • Include perspectives of marginalized groups.
  • Promote inclusive climate planning.
5. Develop Knowledge Products
  • Create an indigenous knowledge repository.
  • Produce a comprehensive synthesis report.
  • Develop actionable recommendations.
  • Support climate policy development.
6. Develop a Sustainable Framework
  • Recommend systems for documenting indigenous knowledge.
  • Propose validation mechanisms.
  • Strengthen district climate planning.
  • Support long-term disaster risk reduction.

Cross-Cutting Responsibilities

The consultant will also:
  • Prepare an inception report.
