UNICEF Uganda is seeking a qualified Information and Knowledge Management Consultant to support the national Risk Communication and Community Engagement (RCCE) pillar in strengthening information management, knowledge management, reporting systems, community insights management, and evidence-based decision-making for Ebola preparedness and response activities.
The consultant will work closely with the Ministry of Health, UNICEF, government partners, and other stakeholders to improve data systems, dashboards, reporting mechanisms, and the use of community intelligence to guide public health emergency response.

Consultancy Purpose

The Information and Knowledge Management Consultant will provide technical support to strengthen RCCE information systems by improving data collection, analysis, reporting, knowledge sharing, and evidence utilization during Ebola preparedness and response activities.
The consultant will support:

Key Responsibilities

Information Management and Coordination
The consultant will:
  • Support RCCE pillar information management systems.
  • Coordinate information flows among Ministry of Health, UNICEF, and response partners.
  • Develop and maintain information management tools.
  • Support partner mapping and coordination mechanisms.
  • Manage and update 4W matrices (Who does What, Where, and When).
  • Improve data-sharing processes among stakeholders.
  • Ensure timely availability of accurate information for decision-making.

Knowledge Management and Reporting

Responsibilities include:
  • Develop knowledge products and analytical reports.
  • Support documentation of lessons learned and best practices.
  • Strengthen reporting processes within RCCE activities.
  • Prepare presentations and situation updates.
  • Improve knowledge sharing among response partners.
  • Support evidence-based programme planning.

Community Feedback and Social Listening

The consultant will:
  • Support community feedback collection systems.
