Development Sovereignty Group (DSG) is implementing the Agrifood System Transformation for Youth Employment (ASTYE) program in Uganda, a transformative initiative focused on addressing systemic challenges affecting agricultural development and youth employment, particularly among young women.
The ASTYE program is funded by the Mastercard Foundation and implemented in partnership with DSG, AGRA, and GOAL. The initiative aims to create dignified employment opportunities for young people while strengthening Uganda’s agrifood ecosystem through sustainable solutions, innovation, and improved economic opportunities.
The Human Resources Officer will play a key role in supporting DSG’s operations by strengthening people management systems, ensuring compliance with Ugandan labor laws, managing recruitment processes, supporting staff welfare, and promoting a positive workplace culture.

Job Summary

Development Sovereignty Group (DSG) is seeking a qualified and experienced Human Resources Officer to support the successful implementation of the ASTYE Uganda program.
Working under the Operations Department and closely with the Director of Finance and Operations, the Human Resources Officer will provide comprehensive HR support through effective recruitment management, policy implementation, employee relations management, payroll coordination, staff welfare oversight, and compliance monitoring.
The successful candidate will help strengthen organizational effectiveness by ensuring DSG maintains strong human resource systems, attracts and retains talent, promotes employee engagement, and supports efficient program delivery.

Key Responsibilities

Recruitment and Employee Onboarding
The Human Resources Officer will support effective talent acquisition and onboarding processes through:
  • Coordinating recruitment activities including job advertisements, candidate shortlisting, interviews, and reference checks.
  • Supporting hiring processes to ensure qualified candidates are selected in line with DSG recruitment procedures.
  • Preparing employment contracts and ensuring proper documentation.
  • Managing employee onboarding and induction programs for new staff.
  • Ensuring new employees understand organizational policies, procedures, and workplace expectations.

Employee Relations and Staff Welfare

The role will promote a positive workplace environment through:
  • Serving as the first point of contact for employee concerns, grievances, and workplace issues.
  • Supporting fair and consistent handling of disciplinary matters.
  • Promoting staff welfare initiatives including health insurance, employee wellness programs, and workplace safety activities.
  • Supporting employee engagement initiatives that improve workplace culture.
  • Advising staff and management on HR policies and procedures.

Performance Management and Staff Development

The Human Resources Officer will support employee performance improvement through:
  • Assisting managers in setting employee Key Performance Indicators (KPIs).
  • Supporting performance appraisal processes.
  • Tracking performance reviews and maintaining performance records.
  • Identifying staff training and professional development needs.
  • Supporting employee growth initiatives to improve organizational performance.

Operations and Process Improvement Support

The role will contribute to operational efficiency through:
  • Supporting Finance and Operations teams in improving internal processes.
  • Identifying opportunities to strengthen HR procedures and workplace systems.
  • Ensuring HR activities are aligned with organizational goals and program requirements.
  • Supporting compliance and efficiency improvements within operations.

Payroll and Benefits Administration

The Human Resources Officer will coordinate employee compensation and benefits processes through:
  • Working with the Finance department to ensure accurate payroll processing.
  • Supporting management of statutory deductions and employee benefits.
  • Maintaining accurate records of leave, allowances, and staff entitlements.
  • Ensuring timely updates to employee compensation information.
  • Supporting compliance with employment-related financial obligations.

HR Records Management and Reporting

Responsibilities will include:
  • Maintaining accurate employee files, contracts, and HR documentation.
  • Updating HR Information Systems (HRIS) databases.
  • Ensuring confidentiality and security of employee records.
  • Preparing periodic HR reports for management and donors.
  • Maintaining accurate workforce data for decision-making.

Compliance and Policy Implementation

The Human Resources Officer will ensure compliance through:
  • Ensuring adherence to Ugandan labor laws and employment regulations.
  • Implementing DSG HR policies, procedures, and guidelines.
  • Reviewing and updating HR manuals, templates, and documentation.
  • Supporting compliance reviews and organizational audits.

Qualifications and Experience

  • Bachelor’s Degree in Human Resource Management, Business Administration, or a related field.
  • Minimum of 5–8 years of professional experience in Human Resources management.
  • Experience working in an NGO, development organization, or corporate environment.
  • Strong knowledge of Ugandan labor laws and HR best practices.
  • Experience managing recruitment, employee relations, payroll coordination, and HR compliance.
  • Experience using HR Information Systems (HRIS) and Microsoft Office applications.
