Finance Officer Job in Uganda

JOB OVERVIEW
Adara Development Uganda (DevU) is seeking a highly competent and detail-oriented Finance Officer to oversee financial management, reporting, compliance, and internal controls.
The role ensures that all financial policies and procedures are correctly implemented while supporting budgeting, reporting, and financial decision-making across programs.
This position is ideal for a professional with strong experience in financial accounting, month-end reporting, budgeting, reconciliations, and NGO financial systems.

KEY RESPONSIBILITIES
Financial Management & Controls
  • Ensure all financial policies, procedures, and internal controls are properly maintained.
  • Review and post financial transactions ensuring proper authorization.
  • Monitor cash balances and conduct weekly cash counts.
  • Maintain the fixed asset register and perform periodic asset verification.
  • Safeguard financial data and ensure confidentiality of records.
Budgeting & Reporting
  • Support budget holders in planning and implementing program budgets.
  • Prepare monthly fund requests and budget vs actual analysis.
  • Prepare and post month-end journals for review.
  • Reconcile balance sheet accounts and ensure accuracy of financial data.
  • Assist in annual budgeting processes and liaise with finance stakeholders.
  • Provide financial commentary and analysis for management reports.
Compliance & Policy Implementation
  • Ensure compliance with Adara financial policies and Ugandan regulatory requirements.
  • Liaise with Uganda Revenue Authority (URA) on taxation matters.
  • Ensure adherence to internal control systems and recommend improvements.
  • Train staff on financial procedures and compliance requirements.
Stakeholder Engagement & Reporting
  • Participate in regular meetings with the Global Support Office (GSO).
  • Provide timely finance updates during internal team meetings.
  • Liaise with external auditors during annual audits.
  • Coordinate with banks and mobile money providers to resolve financial issues.

REQUIRED QUALIFICATIONS
  • Bachelor’s degree in Business, Accounting, Finance, or Economics.
  • Minimum of 3 years’ hands-on experience in a similar financial role.
  • Experience in month-end reporting and financial statement preparation.
  • Strong understanding of balance sheets and Profit & Loss (P&L) management.

TECHNICAL SKILLS & COMPETENCIES
  • Strong knowledge of Ugandan tax laws and regulatory requirements (URA).
  • Solid understanding of financial accounting principles and internal controls.
  • Experience using accounting software for payments and reconciliations.
  • Proficiency in Microsoft Office, especially Excel and Word.
  • Strong time management and ability to work in complex environments.
  • Excellent attention to detail and analytical thinking skills.

DESIRABLE SKILLS
  • CPA qualification or progress toward certification.
  • Experience working in an NGO or development organization.
  • Experience with Microsoft Dynamics 365 Business Central.
  • Exposure to online banking and mobile money platforms.
  • Experience managing financial systems in donor-funded environments.
