Programme Background
SNV Uganda, in partnership with the World Food Programme (WFP), is implementing a multi-year school feeding programme aimed at strengthening sustainable school feeding systems in selected districts of Uganda.
The programme supports the Government of Uganda in improving food systems, education outcomes, nutrition, and community-led school feeding models. The project focuses on:
- Strengthening implementation of the National School Feeding Policy framework.
- Supporting sustainable financing approaches.
- Building capacity of schools, districts, and communities.
- Improving accountability and quality standards in school feeding programmes.
- Strengthening local food systems and access to nutritious foods.
The Finance and Administration Officer will provide financial, administrative, and operational support to ensure effective project implementation.
Job Summary
The Finance and Administration Officer will support financial planning, budget management, reporting, compliance, and administrative operations for the project.
The role involves managing financial records, supporting donor reporting requirements, monitoring budgets, strengthening internal controls, supporting audits, and ensuring compliance with SNV policies and donor regulations.
The successful candidate will work closely with project teams, finance staff, partners, and administrative personnel to ensure accurate financial management and efficient programme delivery.
Key Responsibilities
1. Financial Management
The Finance and Administration Officer will:
- Prepare financial analyses related to advances according to organizational and donor procedures.
- Maintain accurate books of accounts and ensure proper management of financial records.
- Verify receipts, vouchers, invoices, and supporting financial documents.
- Review petty cash transactions and ensure timely replenishment.
- Support monthly financial closure activities.
- Assist with audits and account reconciliation processes.
- Track and correct financial balance discrepancies.
2. Budget Management
Responsibilities include:
- Supporting annual budget preparation and revisions.
- Developing forecasts and financial projections.
- Conducting budget versus actual expenditure analysis.
- Identifying budget variances and recommending corrective actions.
- Monitoring expenditure trends and funding utilization.
- Tracking financial commitments.
- Supporting cash flow planning.
- Reviewing partner budgets and financial compliance.
- Supporting budget modifications and reallocations.
- Identifying funding gaps and financial risks.
3. Financial Reporting
The officer will support:
- Monthly, quarterly, and annual financial reporting.
- Preparation of donor financial reports.
- Development of project financial statements.
- Project closure financial reporting.
- Account reconciliations.
- Monitoring receivables and payables.
- Foreign exchange gain/loss reporting.
- Preparation of audit schedules.
- Compliance with applicable accounting standards.
- ERP-based financial reporting.
- Follow-up on audit recommendations.
4. Finance Capacity Building
The role will contribute to strengthening financial capacity through:
- Conducting finance capacity assessments.
- Developing training plans for partners and staff.
- Providing coaching and mentoring on financial procedures.
- Training partners on donor compliance requirements.
- Strengthening budgeting and forecasting skills.
- Promoting awareness of internal controls and fraud prevention.
- Developing financial tools, templates, and SOPs.
- Monitoring effectiveness of capacity-building activities.
5. Financial Risk Management and Compliance
Key duties include:
- Conducting financial risk assessments.
- Maintaining financial risk registers.
- Monitoring fraud and corruption risks.
- Assessing partner financial management risks.
- Ensuring tax and statutory compliance.
- Maintaining effective internal controls.
- Safeguarding organizational resources.
- Ensuring compliance with donor financial regulations.
6. Financial Data Entry and Verification
Responsibilities include:
- Reviewing invoices against approved contracts, concept notes, and terms of reference.
- Entering financial transactions into financial systems.
- Updating payment information regularly.
- Ensuring financial transactions are supported by complete documentation.
- Verifying accuracy of financial records before processing.
7. Documentation and Record Management
The officer will:
- Maintain organized financial filing systems.
- Ensure financial documents are properly labelled and stamped.
- Maintain payment vouchers, invoices, journals, and supporting documents.
- Prepare documentation for internal and external audits.
- Ensure records are easily accessible when required.
8. Procurement, Logistics and Administration Support
The Finance and Administration Officer will provide oversight of:
Procurement Activities
- Review financial aspects of procurement processes.
- Ensure procurement follows organizational procedures.
Fleet Management
- Monitor vehicle utilization.
- Track fuel consumption.
- Support vehicle maintenance scheduling.
- Monitor insurance and licensing requirements.
- Analyze fleet-related costs.
Office Administration
Support management of:
- Office facilities.
- Utilities.
- Office leases.
- Security services.
- Equipment maintenance.
- Cleaning services.
- Inventory management.
Event and Logistics Support
Assist with planning and coordination of:
- Workshops.
- Meetings.
- Conferences.
- Field activities.
- Staff travel arrangements.
9. Staff Supervision
The Finance and Administration Officer will supervise and support:
- Junior Finance Officer.
- Drivers.
- Office Clerk.
The role will provide guidance, monitor performance, and ensure effective teamwork.
Required Qualifications
Education
Applicants should have:
- A Bachelor’s Degree in:
- Finance.
- Accounting.
- Business Administration (Finance option).
- Related discipline.
Additional professional qualifications such as:
- ACCA.
- CPA.
- CIMA.

Experience Requirements

- Minimum 5 years of relevant experience in financial management.
- Experience working in NGOs, development organizations, or donor-funded projects is preferred.
