Engineering Assistant – World Vision Uganda

• Support the Regional Engineer in overseeing the technical implementation of construction projects in the Northern Region.
• Provide particular technical support to Mountain Blue project construction activities.
• Supervise engineering activities involving building construction and water system construction.
• Support the entire construction process, from designs and specifications through to implementation and project impact.
• Review and support the preparation and use of designs, specifications, Bills of Quantities (BoQs), quotations and procurement documentation.
• Work closely with the Regional Infrastructure Engineer to ensure construction activities meet required engineering standards.
• Provide technical guidance on construction and infrastructure-related issues.
• Monitor construction progress and identify technical challenges requiring corrective action.

• Supervise contractors undertaking construction and infrastructure projects.
• Supervise assigned project staff involved in engineering and construction activities.
• Monitor contractor performance against approved specifications, schedules and quality requirements.
• Ensure construction activities are implemented according to approved designs and project standards.
• Identify construction defects, delays or other technical issues and communicate them to the appropriate project management team.

• Supervise community mobilization teams to encourage full participation of beneficiaries in infrastructure projects.
• Support community participation in the design and maintenance of infrastructure.
• Facilitate community contributions of labour and materials where appropriate.
• Support communities to understand their responsibilities in maintaining completed infrastructure.
• Promote community ownership and sustainability of water and building infrastructure projects.

• Network and partner with district officials and other relevant stakeholders.
• Ensure construction projects comply with applicable standards, regulations and procedures.
• Coordinate with local government technical teams and other stakeholders involved in infrastructure development.
• Maintain effective working relationships with communities, contractors, government officials and project partners.
• Support coordination between engineering and programme teams.

• Develop appropriate monitoring tools for construction and engineering activities.
• Undertake monitoring and evaluation (M&E) of programme activities and construction projects.
• Monitor project quality and provide technical input for quality assurance and quality control.
• Collect accurate project data to measure progress and programme impact.
• Identify areas requiring corrective action and follow up on implementation.
• Maintain accurate engineering, construction and project monitoring records.

• Provide technical oversight and guidance to project teams concerning construction and engineering activities.
• Advise project teams on construction methods, infrastructure requirements and technical issues.
• Support technical decision-making during implementation of building and water system projects.
• Work with the Regional Infrastructure Engineer to address engineering challenges.

• Facilitate the design of community operation and maintenance plans for buildings and other infrastructure.
• Support the establishment and strengthening of community infrastructure management committees.
• Participate in training community committees on operation and maintenance of infrastructure.
• Promote sustainable management and maintenance of completed infrastructure.

• Collect engineering and project implementation data.
• Maintain accurate records of construction activities and project progress.
• Manage relevant engineering and infrastructure information.
• Provide weekly updates to the Regional Infrastructure Engineer and relevant project management.
• Prepare monthly reports for the Regional Infrastructure Engineer and Sub-Regional Manager.
• Ensure reports accurately reflect project progress, challenges, achievements and required actions.

• At least a Higher Diploma in Civil Engineering.
• Relevant training or experience in construction, infrastructure or civil engineering will be an advantage.
• Computer literacy is required.
• Knowledge of relevant engineering and construction software is an advantage.

• At least two (2) years of previous experience in engineering design and construction work supervision.
• Experience working with a development agency is required.

• Experience in monitoring and evaluating construction or development projects will be beneficial.

• Excellent oral and written English communication skills.
