Standards and Specifications Engineer

• Compile, review and update the company's engineering standards manual.
• Maintain and update the technical specifications database.
• Ensure engineering specifications remain aligned with applicable national and international standards.
• Support the development and implementation of engineering standards and procedures.

• Inspect engineering equipment and materials delivered to UETCL stores.
• Verify that supplied equipment and materials meet approved technical specifications.
• Identify quality and conformity issues and recommend appropriate corrective actions.

• Conduct inspections at UETCL field sites.
• Sensitize project teams and staff on approved engineering standards and procedures.
• Monitor compliance with established technical and quality requirements.
• Identify areas of non-compliance and support corrective actions.

• Provide technical guidance to user departments on preparing technical specifications.
• Support the preparation of Terms of Reference for engineering goods and services.
• Ensure procurement specifications accurately reflect technical and operational requirements.

• Conduct technical audits on engineering goods and services procured by UETCL.
• Assess the quality and performance of procured equipment and services.
• Provide recommendations to guide future procurement decisions.
• Participate in quality conformity verification exercises.

• Prepare technical sections of tender documents for engineering goods and services.
• Participate in technical evaluation of bids.
• Support inspection and verification of procured equipment.
• Participate in project commissioning and quality-conformance activities.

• Lead and monitor quality management systems across transmission projects and operations.
• Support occupational health and safety management.
• Build staff capacity in quality assurance, OHS assurance, auditing and compliance.
• Promote integration of quality and safety management systems.

• Promote adoption of international best practices in standards and specifications management.
• Support the adoption of new technologies in quality and OHS management.
• Support integration of management systems including:
  • ISO 9001 – Quality Management
  • ISO 45001 – Occupational Health and Safety
  • ISO 55001 – Asset Management

• Perform other duties assigned by management from time to time.
• Work collaboratively with engineering, procurement, safety, projects and operations teams.

• A Bachelor's Degree in Electrical Engineering or Mechanical Engineering.
• At least 3 years of relevant experience in an energy-related industry.
• Membership with the Safety and Health Association of Uganda (SHAU).
• Evidence of training in:
  • Standards
  • Procurement
  • Technical specifications
• Demonstrated knowledge of standards and specifications development.

• Membership of UNBS or another international standards-development technical committee.
• Certification or training in NEBOSH.
• Certification or training in IOSH.
• Proficiency in computer applications.
