The Joint Clinical Research Centre (JCRC) is one of Uganda's leading medical research and healthcare institutions dedicated to improving health outcomes through high-quality research, clinical care, capacity building, and public health interventions. Through the Local Partner Health Services – North & Southwest Activity, JCRC supports the delivery of integrated HIV/AIDS and Tuberculosis (TB) prevention, treatment, and care services across nine districts in the Acholi sub-region.
The project aims to improve the availability, accessibility, and utilization of quality HIV and TB services by strengthening health systems, improving data quality, and supporting evidence-based decision-making.

Job Summary

JCRC is seeking qualified and detail-oriented Data Clerks to support health facilities in strengthening data management systems for HIV and TB programmes. Reporting to the Health Unit In-Charge, the successful candidates will ensure timely collection, entry, validation, management, analysis, and reporting of high-quality programme data while maintaining confidentiality and compliance with Ministry of Health (MoH) and PEPFAR standards.
This position is ideal for graduates in Statistics, Demography, Population Studies, Quantitative Economics, or related disciplines who have experience with Uganda's health information systems.

Key Responsibilities

Data Collection and Management
  • Ensure completeness of patient records and service delivery registers.
  • Collect, validate, and manage HIV and TB programme data.
  • Maintain accurate electronic and paper-based records.
  • Support routine data verification and quality assurance activities.
  • Ensure timely submission of programme data to relevant reporting systems.
Electronic Medical Records (EMR) Management
  • Update Uganda Electronic Medical Records (EMR) systems using paper-based patient files.
  • Maintain electronic databases with current and accurate information.
  • Ensure proper backup of electronic patient records both onsite and offsite.
  • Maintain confidentiality and security of patient information.
Health Information Systems Management
Manage and update the following systems:
  • Uganda EMR
  • DHIS2
  • Prevention Tracker
  • eCBSS
  • YAPs MIS
  • TB-INFO
  • PIRS
  • CQI Systems
Data Quality Assurance
  • Verify completeness, consistency, and accuracy of data.
  • Conduct routine data cleaning.
  • Compare electronic records with source documents.
  • Support implementation of data quality protocols.
  • Participate in routine data audits and validation exercises.
Monitoring and Reporting
  • Generate timely HIV and TB reports.
  • Respond to HIV/TB programme data requests.
  • Support weekly and monthly reporting requirements.
  • Prepare audit reports and performance summaries.
  • Monitor key programme performance indicators.
Quality Improvement
  • Participate in facility quality improvement initiatives.
  • Analyse programme data to identify service delivery gaps.
  • Support evidence-based decision-making.
  • Apply audit tools to improve programme performance.
Capacity Building
  • Train health workers on EMR systems and data management.
  • Support healthcare workers in maintaining high-quality data.
  • Promote proper use of health information systems.
Equipment and Records Management
  • Safeguard donor-funded IT equipment.
  • Maintain secure filing systems.
  • Ensure compliance with programme documentation requirements.

Required Qualifications

Applicants should possess:
  • Bachelor's Degree in Statistics, Quantitative Economics, Population Studies, Demography, or a related field.
  • At least one year of experience using Uganda EMR, DHIS2, PIRS, or other Ministry of Health/PEPFAR data systems.
  • Practical experience conducting data audits and utilizing audit tools.
  • Strong computer skills, including Microsoft Word, Excel, and PowerPoint.
  • Good analytical and numerical skills.
  • Excellent communication and interpersonal skills.
  • Ability to multitask and meet deadlines.
  • Strong attention to detail and data accuracy.
