Job Summary

Water Mission Uganda is seeking a Community Development Manager to lead and manage WASH projects in Uganda.
Reporting to the Country Director Uganda, the Community Development Manager will ensure successful implementation of community development projects according to approved objectives, budgets, timelines, and donor requirements.
The role will oversee community engagement, project planning, staff supervision, monitoring and evaluation, stakeholder coordination, and development of new WASH project proposals.
The successful candidate will supervise:
  • Evangelism and Discipleship Coordinator
  • Senior WASH Officers
  • WASH Officers

The position is based in Jinja, Uganda.


Organizational Culture

Key Responsibilities

1. Mission-Driven Leadership
The Community Development Manager will:
  • Demonstrate Christian leadership and serve as a role model to colleagues, partners, communities, and stakeholders.
  • Promote servant leadership principles across the department.
  • Participate in prayer sessions before and after team meetings.
  • Lead and participate in Bible-based staff devotion activities.
  • Promote values of love, excellence, integrity, and service.

2. Technical WASH Project Management
Key responsibilities include:
  • Design, plan, and implement community development WASH programs according to Water Mission standards.
  • Provide technical guidance and recommendations on safe water implementation models.
  • Develop and manage project plans, ensuring objectives, timelines, and budgets are achieved.
  • Conduct monitoring and evaluation activities to maintain program quality.
  • Prepare timely project reports for:
    • Water Mission headquarters
    • Donors
    • Country leadership
    • Project stakeholders
  • Review funding requests, procurement documents, and financial information to ensure accuracy and proper use of resources.
  • Coordinate with internal departments including:
    • Technical teams
    • Finance
    • Supply Chain
    • Monitoring, Evaluation and Learning (MEL)
    • Carbon and sustainability teams
  • Supervise regional offices where applicable.
  • Assess water, sanitation, and hygiene activities within assigned communities.
  • Recommend improvements to increase project efficiency and sustainability.
  • Build strong partnerships with:
    • Local government authorities
    • National government offices
    • Community leaders
    • Development partners

3. Safe Water System Management
The role will support identification and resolution of operational challenges including:
  • Community leadership issues.
  • Safe Water Committee performance.
  • Financial tracking and project performance.
  • Water system operation and sustainability challenges.
  • Community participation challenges.

The Community Development Manager will represent Water Mission in communities and promote sustainable safe water solutions.
4. Staff Management and Development
Responsibilities include:
  • Lead and manage the Community Development Department.
  • Provide supervision, coaching, mentoring, and training to WASH team members.
  • Support staff professional growth through:
    • On-the-job training
    • Capacity-building sessions
    • Performance feedback
  • Manage daily activities and performance of assigned WASH staff.
  • Coordinate recruitment, workload planning, and payments for casual labourers.
  • Organize departmental meetings and team planning sessions.
  • Create an environment that encourages teamwork and excellence.

5. Communication and Stakeholder Coordination
The Community Development Manager will:
  • Establish effective communication systems with WASH teams and project stakeholders.
  • Maintain transparent relationships with:
    • Beneficiaries
    • Community leaders
    • Government officials
    • Partners
    • Internal departments
  • Provide regular updates on project progress, challenges, and recommendations.
  • Encourage collaboration between technical and community development teams.

6. Procurement and Resource Coordination
The role will:
  • Coordinate ordering of WASH equipment and supplies.
  • Ensure procurement activities remain within approved budgets.
  • Maintain appropriate stock levels.
  • Ensure proper storage and distribution of project materials.
  • Promote efficient use of organizational resources.

Qualifications and Experience

Education Requirements
Applicants must have:
  • Bachelor’s Degree in one of the following fields:
    • Social Sciences
    • Water and Sanitation
    • Environmental Management
    • Public Health
    • WASH-related disciplines

Added advantage:
  • Master’s Degree in Public Health or related field.

Professional Experience

Candidates should have:
  • Minimum 5 years’ experience working in the WASH sector.
  • Experience managing community development projects.
  • Experience leading teams and supervising staff.
  • Experience engaging government officials, communities, and development partners.
  • Experience coordinating humanitarian or development programs.

Skills and Competencies

Technical Skills
Strong knowledge and experience in:
  • WASH project management.
  • Community engagement approaches.
  • Project budgeting and operations.
  • Monitoring and evaluation.
  • Report writing and documentation.
  • Program planning and implementation.

Computer Skills
Proficiency in:
  • Microsoft Word
  • Microsoft Excel
