Cash and Innovation Advisor – CARE Uganda

• Support vulnerable refugees and host communities with essential humanitarian assistance.
• Provide cash-based assistance and protection services.
• Strengthen shock-responsive approaches for populations facing high vulnerability.

• Support transition from aid dependency to sustainable livelihoods.
• Implement graduation programmes, cash-plus approaches, and market-based solutions.
• Promote financial inclusion and climate-resilient economic opportunities.
• Strengthen engagement with private sector actors and local systems.

1. Cash and Cash-Plus Programming

• Provide technical leadership for lump-sum cash and cash-plus interventions.
• Support the design of cash transfer models, sequencing approaches, and complementary support packages.
• Ensure cash interventions align with global humanitarian standards and national coordination priorities.
• Provide quality assurance support for cash delivery approaches implemented by consortium partners.

2. Learning Agenda Management

• Lead implementation of the ReSET learning agenda.
• Develop learning questions around:
  • Graduation approaches.
  • Cash-plus programming.
  • Lump-sum cash assistance.
  • Refugee self-reliance.
  • Community resilience.
  • Cost-effectiveness.
• Facilitate learning sessions, reflection meetings, and knowledge-sharing activities across partners.

3. Evidence Generation and Research

• Support operational research, assessments, and technical studies.
• Analyse programme performance data and outcome results.
• Collaborate with Monitoring, Evaluation, Learning (MEL) teams to generate practical evidence.
• Monitor emerging research and best practices from Uganda and global humanitarian contexts.
• Translate findings into programme improvements.

4. Adaptive Management

• Support evidence-based programme adjustments.
• Facilitate after-action reviews and learning workshops.
• Promote continuous improvement among consortium partners.
• Encourage innovation and testing of effective approaches.

5. Policy Influence and Coordination

• Represent the ReSET programme in relevant technical forums and learning platforms.
• Engage with the Uganda Cash Working Group and humanitarian coordination structures.
• Develop:
  • Policy briefs.
  • Learning papers.
  • Technical guidance documents.
• Identify opportunities to influence refugee response policies and sector practices.

6. Knowledge Management

• Lead development of case studies and technical learning products.
• Document programme lessons, successes, and challenges.
• Share evidence and learning across CARE, partners, donors, and humanitarian stakeholders.

• Master’s Degree in:
  • Economics.
  • International Development.
  • Humanitarian Studies.
  • Research.
  • Monitoring and Evaluation.
  • Related discipline.
• Minimum 8 years of professional experience in:
  • Cash programming.
  • Humanitarian response.
  • Research.
  • Evidence generation.
  • Programme learning.
• Strong experience designing and managing:
  • Cash transfer programmes.
  • Cash-plus interventions.
  • Learning agendas.
  • Operational research initiatives.
• Strong understanding of adaptive management approaches.
• Proven ability to translate evidence into programme and policy recommendations.
• Excellent analytical, writing, reporting, and communication skills.

• Experience working with the Uganda Cash Working Group.
• Experience implementing refugee and displacement programmes.
• Experience supporting resilience and livelihoods programmes in Uganda.
• Experience conducting:
  • Value-for-money assessments.
  • Cost-effectiveness analysis.
• Experience working on FCDO-funded programmes.
• Knowledge of humanitarian and development programming approaches.
