About the Client
HR Beyond Limits is recruiting on behalf of a reputable multi-disciplinary firm that provides high-quality professional services in the fields of Construction, Healthcare, Oil & Gas, and Procurement of Specialized Supplies. The client is seeking a strategic and results-driven Accountant / Finance Officer to strengthen its finance function and ensure effective financial management, regulatory compliance, and project accounting.

Job Summary
The Accountant / Finance Officer will be responsible for ensuring financial accountability, maintaining accurate accounting records, processing financial transactions, supporting project accounting, managing statutory compliance, preparing financial reports, and assisting with audits. The successful candidate will also oversee receivables and payables, support cash flow management, and ensure compliance with IFRS, Ugandan tax laws, and company financial policies.

Key Responsibilities
Financial and Project Accounting
The successful candidate will:
  • Process and record financial transactions, including sales, purchases, receipts, and payments.
  • Maintain accurate financial records in accordance with IFRS and company accounting policies.
  • Manage financial accountability using supporting documents such as LPOs, GRNs, Delivery Notes, and invoices.
  • Complete month-end financial processes, including receivable, inventory, fixed asset, and bank reconciliations.
  • Reconcile general ledger and control accounts while resolving discrepancies.
  • Implement project-based accounting to monitor project profitability and revenue.
  • Monitor project budgets against actual expenditure and prepare variance reports.
  • Review project costs, including labor, materials, equipment, and subcontractor expenses.
  • Prepare Interim Payment Certificates and progress claims in collaboration with operations teams.
  • Maintain and update the company's fixed asset register.
Financial Reporting and Audit Support
  • Prepare weekly and monthly reports on receivables, payables, inventory, and company assets.
  • Support preparation of monthly, quarterly, semi-annual, and annual management accounts.
  • Prepare schedules supporting financial statements in compliance with IFRS and Ugandan GAAP.
  • Coordinate with external auditors by providing required financial documentation.
  • Maintain effective internal financial controls and ensure compliance with company policies.
  • Support implementation of the organization's ISO 9001:2015 Integrated Management System.
  • Participate in internal audits and implement corrective actions where necessary.
Statutory and Regulatory Compliance
  • Ensure timely filing of VAT, PAYE, Withholding Tax, Income Tax, NSSF, Local Service Tax, URSB, and other statutory returns.
  • Monitor changes in tax legislation and implement compliance measures.
  • Support tax planning initiatives in collaboration with the Finance Manager.
Receivables and Payables Management
  • Manage accounts receivable and accounts payable processes.
  • Prepare and process invoices while coordinating payments.
  • Work closely with Project Managers to prepare project valuation reports and Interim Payment Certificates.
  • Monitor outstanding receivables and upcoming supplier payments.
  • Prepare project budget variance reports.
  • Collaborate with procurement and project teams to optimize procurement timelines and budgets.
Cash Flow and Financial Risk Management
  • Support cash flow management and liquidity planning.
  • Monitor working capital by managing receivables and payables.
  • Prepare banking documentation, including Letters of Credit and Performance Guarantees.
  • Manage bank deposits, withdrawals, and payments.
  • Assist in payroll preparation.
  • Identify and mitigate financial risks, including credit and foreign exchange risks.
  • Manage petty cash in accordance with company policies.
  • Maintain relationships with banks, auditors, and tax authorities.
Communication and Collaboration
  • Work closely with the Finance Manager and operational teams to monitor budgets and financial performance.
  • Support project performance reviews and financial reporting.

Qualifications
Applicants should possess:
  • Bachelor's Degree in Accounting, Finance, or a related field.
  • Professional certification in Taxation is an added advantage.
  • Must have completed CPA.

Experience
Applicants should have:
  • Minimum of two (2) years of experience as an Accountant or Finance Officer.
  • Previous experience in engineering, construction, or a related industry is preferred.

Required Skills and Competencies
The ideal candidate should demonstrate:
  • Strong knowledge of accounting principles, IFRS, and Ugandan tax regulations.
  • Experience using accounting software, ERP systems, and financial reporting tools.
  • Strong analytical, problem-solving, and financial planning skills.
  • Knowledge of project accounting and budget management.
  • Excellent communication and stakeholder management skills.
  • High level of integrity, accountability, and professionalism.
  • Ability to work independently and manage multiple priorities.

Working Conditions
  • Office-based position.
  • Occasional travel to project sites or client locations may be required.
  • Full-time role with possible overtime during peak financial reporting periods.
