Job Title: Technical Officer – Clinical Services
The position is based at Bugembe Health Center IV in the Busoga region.
Job Background
The Technical Officer will provide clinical and technical support to improve access to and quality of maternal, newborn, and child health (MNCH) services through quality improvement, mentorship, and system-strengthening interventions.
The role also strengthens governance, accountability, and data-driven decision-making to improve service delivery and health outcomes.
Key Tasks
  • Improve maternal and newborn health services through quality improvement and Ministry of Health standards
  • Provide clinical mentorship and strengthen emergency obstetric and newborn care
  • Train and mentor health facility teams
  • Strengthen Health Unit Management Committees and governance systems
  • Support citizen feedback and accountability mechanisms
  • Support data management, reporting, and decision-making
  • Collaborate with district authorities and partners
  • Document results and lessons learned
Person Specifications
  • Master’s degree in Public Health or related field
  • Bachelor’s degree in Midwifery, Nursing, or Medicine (MBChB) with valid license
  • At least 5 years’ experience in Uganda health system (MNCH focus)
  • Strong clinical skills in midwifery and obstetrics
  • Experience in quality improvement and mentorship
  • Knowledge of district health systems and governance structures
  • Experience with health data systems and reporting
  • Strong communication and stakeholder engagement skills
