RISK CONTROL UNIT (RCU) MANAGER
Job Summary
To lead the Risk Control Unit by ensuring robust post-sanction governance, adherence to credit policies, effective portfolio monitoring, and delivery of high-quality reporting to support sound risk management and business performance.
Job Description
Key Accountabilities
Risk Management (50%)
Ensure the highest standard of post-sanction fulfilment, monitoring, and control through formulation and implementation of consistent policies and processes across the Risk Control Unit (RCU).
Take responsibility for personal adherence to governance, compliance, and lending portfolio controls. Ensure conformance to policies and procedures within the specialist lending function, including proactive management of agreed responsibilities for data integrity.
Work closely with the Centre and in-country credit teams to understand the lending portfolio and risk capabilities and identify gaps or weaknesses in the post-sanction process. Work with relevant teams to formulate plans to close identified gaps.
Monitor and control the wholesale portfolio to ensure adherence to terms and conditions of sanctions, identifying any areas within the portfolio that are cause for concern or potential cause for concern and communicate findings both up and down reporting lines.
Conduct quarterly reviews of Wholesale Credit key risks and mitigating controls through effective Critical Process Assessment (CPA) tests.
Own and monitor the achievement of agreed targets for risk performance measures by the RCU team and take corrective action where applicable.
Ensure effective management of facility limits, including loading, amending, and cancellation, to ensure published limits align with the latest sanctions and operational procedures.
Manage the maintenance, review, and follow-up of a complete diary system detailing deficiencies, deferrals, loan repayment dates, excess clearance dates, dated securities, and covenants.
Manage Financial Covenant and Internal Risk Trigger Monitoring systems and ensure integrity in capturing, advising, and escalating overdue and failed or breached covenants.
Conduct periodic reviews of applicable interest rates and commissions for all corporate customers using sanctions and Interest Audit Reports.
Consult with the legal team regarding non-standard documentation and changes to standard commercial terms and conditions.
Ensure knowledge sharing and best practice dissemination across the RCU and business stakeholders.
Business Risk Partnership (20%)
Ensure a consistent quality of service to all RCU stakeholders.
Work in partnership with stakeholders to proactively anticipate, respond to, and exceed customer expectations.
Attend meetings with Corporate Credit Managers and Relationship Managers whenever account-related issues are discussed or resolved.
Support the Head of Wholesale Credit in driving strategy, delivering service excellence, and achieving team results.
Team Leadership (30%)
Manage the overall performance and people agenda in the Risk Control Unit.
Proactively manage team members identified as talent and ensure they have clear individual development plans that accelerate growth and maximize value to Absa.
Ensure robust succession plans exist and are implemented to build sufficient bench strength and place the right people in the right roles.
Identify and drive development and training initiatives to continuously improve RCU staff capabilities.
Develop a proactive team and maintain excellent relationships with both the immediate team and wider business teams to ensure achievement of business goals.
Act as a role model and drive proactive application of Absa values throughout the team.
Create awareness of group policies, RCU procedures, and regulations.
Keep the team motivated and ensure accurate and efficient delivery of responsibilities. Build systems to allow job rotation within the RCU to identify and groom future leaders.
Contribute proactively to change management initiatives that support process improvements, quality enhancements, cost reductions, and staff development.
Champion and execute continuous process improvement initiatives and ensure RCU activities and importance are communicated to the wider business, peers, and senior management.
Role/Person Specification
Preferred Education
Bachelor’s Degree or equivalent in a related field.
A postgraduate degree and/or relevant professional accreditation will be an added advantage.
Preferred Experience
At least three years of experience in governance and control within the financial services sector.
Knowledge
Sound knowledge of Corporate Business and Credit Risk Management.
Sound knowledge of securities and credit documentation.
Sound knowledge of interpreting sanctions and credit issues.
Sound knowledge of the Bank’s products and services, policies, and procedures.
Sound knowledge of local regulations relating to lending and the Bank’s procedures for taking security.
Skills

Accountabilities
Provision of Customer Service (15%)
Own customer queries and complaints regarding account opening, loans, and card applications and resolve them in a timely manner.
Escalate unresolved queries to the Prestige Branch Manager.
Build relationships with internal service providers, including Operations and the KYC Helpdesk, to ensure quick turnaround times for escalated queries and complaints.
Direct customers to appropriate delivery channels including cashiers, drop boxes, ATMs, and digital channels.
Advise customers when cheque books, cards, and account items are ready for collection and follow up on uncollected items.
Notify customers of approved loans and encourage drawdowns.
Walk branch queues during busy periods, resolve quick inquiries, and direct customers to appropriate service counters.
Restock merchandising materials such as forms and pamphlets and advise the Branch Manager when supplies are running low.
Sales to Retail Banking Customers (50%)
Participate in product campaigns by explaining banking products and services to customers.
Agree, meet, and exceed specific sales campaign targets.
Maintain personal sales performance statistics for management reporting purposes.
Own and manage product and channel sales targets that contribute to branch sales objectives.
Refer customers to specialist banking areas including Schemes and Home Loans when necessary.
Build effective relationships with branch staff to ensure referrals of customers requiring products and services.
Build relationships with Customer Advisors and identify customers eligible for Prestige products and services.
Complete account opening documentation and submit for approval and processing.
Conduct financial analysis and review statements when processing retail loans.
Advise customers who do not meet loan criteria and report denials to the Branch Manager.
Contact customers when accounts are opened, prepare welcome letters, and send account opening packs.
Branch Support (10%)
Together with the Branch Manager or Branch Operations Manager, open and close cashier tills at the beginning and end of each day.
Authorise cashier transactions above teller limits when required.
Act as Cash Custodian for the branch by checking cashier cash levels, restocking cashiers, repatriating excess funds, and reordering cash from external providers.
Perform any other duties assigned.
Operational Rigour and Compliance with KYC Requirements (20%)
Ensure accuracy of every new account application, loan document, card application, and bank mandate changes.
Maintain operational excellence in all procedures and processes to achieve green audits.
Ensure all new accounts are authorised and KYC compliant.
Escalate items exceeding service level timelines or unresolved KYC requirements to the Branch Manager.
Comply with all Absa Bank Uganda operational risk and rigour requirements, including KYC and Anti-Money Laundering regulations.
Assist the Branch Manager in opening and closing cashier tills when necessary.
Conduct snap checks as allocated by the Branch Manager.
Ensure all activities are carried out in full compliance with regulatory requirements, the Enterprise-Wide Risk Management Framework, and internal Absa Bank Uganda policies and standards.
Understand and manage risks and incidents relevant to the role.
Education
Further Education and Training Certificate (FETC): Business, Commerce, and Management Studies (Required).
