ASSOCIATE DIRECTOR FINANCE AND ADMINISTRATION

Job Summary
The Associate Director Finance and Administration reports to the Project Director – STRIDES and is responsible for oversight of financial management, compliance, grants oversight, and operational functions, including procurement and administration. The role ensures full compliance with donor requirements, FHI 360 policies, and Government of Uganda regulations related to budget planning, financial monitoring, and reporting. The position supports strengthening of financial and administrative systems, coordinates internal and external audits, and ensures timely, accurate financial and management reporting to support informed decision making.
Accountabilities
Financial Strategy, Planning, and Budget Management
Lead annual budgeting and reforecasting processes in collaboration with the Director of Finance and Administration.
Consolidate partner and departmental budgets and provide variance analysis with actionable recommendations to ensure adherence to donor ceilings and burn-rate targets.
Financial Accounting, Reporting, and Close
Oversee general ledger integrity, month-end and year-end close processes.
Ensure timely preparation and submission of accurate internal and donor financial reports.
Review and confirm completion of monthly reconciliations (bank, advances, receivables, and payables).
Compliance and Internal Controls
Implement and monitor internal controls in line with donor regulations, organizational policies, and local statutory requirements.
Identify and address control gaps and escalate corrective actions to management.
Grants and Sub-award Financial Oversight
Review subrecipient financial reports, conduct spot checks and site visits, and ensure timely liquidation of advances.
Provide financial capacity building support to subrecipients.
Cash Flow, Treasury, and Cost Efficiency
Manage cash forecasting and liquidity planning.
Review disbursements within approved delegation limits.
Audit Readiness and External Engagement
Coordinate donor and statutory audits.
Prepare audit schedules, support audit fieldwork, and lead management responses.
Track implementation of audit recommendations and liaise with auditors and regulators.
People Leadership and Capacity Strengthening
Supervise and mentor finance, grants, procurement, and administration staff.
Strengthen staff and partner capacity in budgeting, compliance, and financial reporting.
Risk Management and Systems Improvement
Maintain finance risk registers and implement mitigation strategies.
Ensure efficient use of ERP systems (GFAS, Costpoint, TESS) and improve data quality and reporting systems.
Education
ACCA or CPA full qualification and a graduate degree in finance or accounting.
Experience
8+ years finance management experience in donor-funded projects.
Strong USG financial management and NGO experience required.
Salary
UGX 120,000,000 – 180,000,000 annually


PROJECT DRIVER – FHI 360 STRIDES

Job Summary
Responsible for safe transportation of staff, consultants, and visitors to designated locations in Uganda. Ensures proper vehicle maintenance, cleanliness, documentation, and compliance with transport policies.
Accountabilities
  • Transport staff and visitors safely
  • Maintain vehicle cleanliness and servicing schedule
  • Ensure insurance and vehicle documentation is updated
  • Plan routes and support logistics needs

Education
UACE / High School Diploma
Experience
5 years driving experience in donor-funded projects
Defensive driving certificate required
Salary
UGX 16,000,000 – 20,000,000 annually


LABORATORY AND DIAGNOSTICS SPECIALIST

Job Summary
Provides technical leadership in laboratory systems strengthening, diagnostics, quality assurance, biosafety, and infectious disease detection systems under the STRIDES project. Supports one-health platforms and national diagnostic networks.
Accountabilities
  • Laboratory systems strengthening leadership
  • Diagnostic network optimization and quality assurance
  • Development of laboratory guidelines and policies
  • Support surveillance, AMR, and outbreak response
  • Capacity building and mentorship
  • Implementation of new diagnostic technologies
  • Technical reporting and research outputs

Education
Bachelor’s in Laboratory Science
Master’s in Microbiology or related field
Experience
6+ years in laboratory systems and diagnostics
Experience with USG-funded health programs preferred
Travel
Up to 40%

UGX 87,000,000 – 150,000,000 annually


PROGRAM OFFICER / ADMINISTRATIVE ASSOCIATE – STRIDES

Job Summary
Supports project management, coordination, planning, monitoring, reporting, procurement, logistics, asset management, and administrative operations for STRIDES implementation.
