EU IN UGANDA – DG ECHO PROGRAMME OFFICER JOB VACANCY 2026 (KAMPALA)
European Commission Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) is recruiting a Programme Officer (REF: ECHO/PO/EBB) to be based in Kampala, Uganda, supporting humanitarian aid operations, emergency response coordination, project monitoring, donor-funded programme management, and international development assistance activities.
VACANCY TITLE: PROGRAMME OFFICER – HUMANITARIAN AID / EU JOBS UGANDA 2026
ORGANISATION OVERVIEW (EU HUMANITARIAN JOBS UGANDA)
DG ECHO is the European Union’s humanitarian arm that funds relief operations for victims of natural disasters, conflict zones, refugee crises, and emergency humanitarian situations outside the EU. It works with:
  • United Nations agencies (UN jobs Uganda / UN partner jobs Uganda)
  • Red Cross / Red Crescent Movement (humanitarian field jobs Uganda)
  • International NGOs and local NGOs (NGO jobs Uganda / INGO jobs Uganda / aid agency jobs Uganda)
Aid is delivered impartially regardless of race, religion, nationality, gender, ethnicity, or political affiliation, supporting global humanitarian response systems, crisis management, disaster relief coordination, and emergency response operations.
KEY DUTIES & RESPONSIBILITIES (PROGRAMME OFFICER JOB UGANDA – DG ECHO)
PROGRAMME DESIGN, POLICY & STRATEGY (EU DEVELOPMENT JOBS UGANDA)
  • Contribute to DG ECHO humanitarian strategy development, EU aid policy implementation, and thematic working groups.
  • Appraise, assess, and evaluate donor-funded humanitarian project proposals and NGO funding requests.
  • Monitor humanitarian programmes aligned with intervention strategies, EU donor guidelines, and international development frameworks.
  • Prepare fiche-ops documents, project evaluation reports, donor assessment tools, and monitoring documentation for HQ submission.
PROJECT MONITORING, EVALUATION & GRANTS MANAGEMENT (M&E JOBS UGANDA)
  • Review compliance with EU humanitarian aid regulations, DG ECHO guidelines, and donor accountability frameworks.
  • Evaluate interim and final reports from implementing partners, NGOs, UN agencies, and humanitarian contractors.
  • Provide technical advice on project performance, humanitarian outcomes, and impact assessment.
  • Support grants management systems, donor reporting, financial monitoring, and humanitarian project evaluation cycles.
  • Liaise with implementing partners for proposal finalisation, project revision, and compliance alignment.
HUMANITARIAN CONTEXT ANALYSIS & FIELD REPORTING (CRISIS RESPONSE JOBS UGANDA)
  • Monitor political, economic, conflict-related, refugee, disaster, and emergency developments affecting humanitarian operations in Uganda and the region.
  • Draft humanitarian situation reports, emergency response updates, crisis analysis reports, security briefings, and field assessments.
  • Support emergency response coordination, rapid deployment planning, and disaster relief operations.
  • Provide surge capacity support during humanitarian emergencies, crisis escalation, and disaster events.
STAKEHOLDER COORDINATION & LIAISON (INTERNATIONAL ORGANISATION JOBS UGANDA)
  • Coordinate with UN agencies, NGOs, Red Cross partners, government institutions, and humanitarian clusters.
  • Participate in high-level humanitarian coordination meetings, donor briefings, and technical working groups.
  • Represent DG ECHO in Uganda humanitarian coordination platforms, donor forums, and EU delegation activities.
  • Ensure partner communication, reporting compliance, visibility requirements, and donor branding standards.
ADMINISTRATION, DATABASE & CONTRACT MANAGEMENT (EU GRANTS JOBS UGANDA)
  • Manage contracts database, grants tracking systems, project documentation systems, and donor reporting tools.
  • Support compliance monitoring, audit readiness, financial reporting, and administrative coordination.
  • Undertake additional humanitarian programme tasks assigned by Head of Office or EU headquarters.
REQUIRED QUALIFICATIONS (NGO / UN / EU JOB REQUIREMENTS UGANDA)
EDUCATION
  • Second-level university degree OR equivalent professional humanitarian experience.
WORK EXPERIENCE (HUMANITARIAN AID JOBS UGANDA 2026)
  • Minimum 5 years’ experience in programme management, humanitarian project implementation, donor-funded development projects, or NGO operations.
  • At least 2 years’ experience with NGOs, UN agencies, international organisations, donor agencies, or humanitarian institutions.
  • Experience in EU-funded projects, DG ECHO programmes, humanitarian response operations, disaster management, refugee response, or development aid projects is highly desirable.
  • Strong knowledge of humanitarian coordination systems, emergency response frameworks, and international aid standards.
TECHNICAL SKILLS (PROJECT OFFICER JOB UGANDA / EU JOB SKILLS)
  • Project management and programme coordination

CONTRACT DETAILS (EU DELEGATION JOBS UGANDA)
  • Initial contract: 1 year (renewable based on performance)
  • Probation: 3 months
  • Monthly salary: approx. UGX 15,017,210 (based on experience and tax regulations)
